The government has therefore begun putting limits on the amount of food every person is permitted to buy. Meanwhile, in the rest of the country, scattered anti-communist insurgents are still causing trouble for communist security forces. The post-war recovery for Acadia is expected to be long, grueling, and filled with suffering.

The anti communists are a bunch of soldiers from the old regime that are in independent commands and have refused to surrender or make peace. They're very well equipped and trained since the bulk of them are from the military and are in various disconnected military bases throughout the nation. They're mostly hiding out in the rural areas attacking passing government convoys. They also enjoy support from the rural population that is against state-controlled agriculture

I think we check all the boxes, the communist military junta is basically all of that plus more authoritarian elements inside
