if you don't like being in the world assembly so much, you can resign. it is voluntary, you can simply not enter it and no one will force you to comply with its laws

The purpose of the world assembly is to promote good health, living and security standards across countries all over the world. If you don't like it, you can just ignore it.

Yes, in NationStates everything works through answering issues. I'm not sure about the raids, you can read the FAQ for more help.
