Gerontocracy is a form of rule in which an entity is ruled by leaders who are significantly older than most of the adult population. The ancient Greeks were among the first to believe in this idea of gerontocracies. The best example of this can be seen in the ancient Greek city state of Sparta, which was ruled by a Gerousia. The Gerousia was the Spartan council of elders, which was made up of members who were at least 60 years old and served for life.

Constitution

🞑 Article I - Grand Council of Elders

  1. Chief Elder:

    1. The Chief Elder(CE) shall be the root admin of the forums, the owner of all official regional discords and shall hold the founder nation of the region.

    2. The Chief Elder shall appoint members of the Grand Council of Elders.

    3. The Chief Elder shall be the Head of State.

    4. The Chief Elder shall sign all treaties alongside the Chief Mariner.

    5. The Chief Elder may grant titles of nobility, create ceremonial degrees, create regional holidays, host special events, and give speeches on behalf of the region.

  2. Elder:

    1. Elders are members of the Grand Council of Elders.

    2. Elders are the administrators of the regional forums as well as the discord.

    3. Elders shall run polling's for elections, or shall instead appoint a committee of three to do so for them.

    4. Elders must give assent to the elected head of government for them to create a government for the betterment of the region.

🞑 Article II - Executive Government

  1. Chief Mariner:

    1. The Chief Mariner(CM) shall be known as the Head of Government.

    2. The Chief Mariner shall create or dissolve executive departments which shall be lead by Mariner.

    3. The Chief Mariner shall the authorization to issue executive mandates only if it is in line with the constitution or it enforces a current law. All executive mandates are subject of review by the court and can be overturned with 3/4 vote in favor of overturning in the Senate.

    4. The Chief Mariner shall have the power to sign or veto any written bills, acts and other legislative writings. The senate may overturn a veto with 3/4 of senate in favor of overturning it.

    5. An election for Chief Mariner shall be held on the first day of April, August, and December, using a first-past-the-post voting system.

  2. Deputy Chief Mariner:

    1. The second in command of the region.

    2. Shall take the place of the Chief Mariner in case of emergency.

    3. Elected jointly alongside the Chief Mariner each term.

🞑 Article III – Legislature

  1. President:

    1. An election for President of the Senate shall be held on the first day of April, August, and December, using a first-past-the-post voting system..

    2. The President shall bring bills to vote within the Senate.

    3. The President shall assent the passed legislation to the Chief Mariner for Signature or Veto.

    4. If the Chief Mariner neither assents nor veto's a bill within seventy-two hours, the bill is assumed to pass.

    5. The President shall be in charge of determining the Senate Committees assignments. The President may not serve as Committee chair for any committee.

  2. The Senate

    1. The senate shall be composed of an odd number of senators.

    2. The senate shall have no less than three senators. The number of Senators in the Senate are determined by an odd amount number based on population. One Senator shall represent 25 nations.

    3. The senate shall vote on all legislation within the region.

    4. Legislation shall pass with a majority of the senate.

    5. The Senate shall have the power to hold a vote of no confidence against the President. The Chief Mariner, a Mariner or any other government official with the exclusion of the Elders.

    6. A Senatorial election shall be held on the first day of April, August, and December, using a first-past-the-post voting system.

    7. The Senate shall vote on how many senators shall serve in the next term within the first month of their session.

    8. The Senate will be comprised of 3 committees consisting of Foreign Affairs, Interior and Judiciary. These committees are created to hold hearings, keep the executive department accountable to the senate, and set an agenda for each term.

🞑 Article IV – Judiciary

  1. The Judiciary shall compose of three Justices.

  2. The Chief Elder shall appoint the Justices for life, with approval of the Senate.

  3. The Justices shall elect a Chief Justice from among themselves who shall bring the court issues, court dates, and head the courts.

  4. Justices shall have the ability of Judicial review, if an issue is brought to their attention by a Trenchian.

  5. The court shall appoint a judge from among themselves to handle trial cases, and a separate justice shall hear any appeal to that case.

🞑 Article V – Amendments

  1. All amendments to this constitution shall requires a senate majority

  2. Any amendments to a legislative document requires a senate majority

🞑 Article VI – Supremacy

  1. This document shall overturn any former constitution or bill of law

  2. If any legal document contradicts this constitution than that document shall be null and void

  1. The region shall mean Mariner Trench and any regions underneath it

To declare your intent to run for a position please post it in the ⁠campaign-central channel in URA discord. It's advised you write up a platform dispatch so that voters can see what your plans are and experience. Once you have that completed it can be posted in ⁠campaign manifestos. Overview

I have been in NationStates since 2006. At one time I was voted 17th most influential player in GamePlay (2009). I have a proven background in community management and administration and I have a history in both IC and OoC policy development and executive leadership. My main community (the Kodiak Republic) has a reputation as a neutral power and one willing to experiment with new systems. I want to make a clear statement that it is my objective to work with purposeful intent to build a better URA today.

Vision and Priorities

Better Community Management
To establish an environment where the alliance feels well managed, driving confidence and involvement from member citizens and member regions.

Discord Server Overhaul
Review and rebuild the Discord-based communication server to minimise clutter, ensure intuitive access to information, and eliminate unused channels.

Encourage & Reward Interaction
Addressing the low volume of server interactions by designing mechanisms to incentivise active participation. The URA does not need to be a centralised community but it should be a common-sense resource for member regions' leadership as well as an approachable space for participation in our central goals: World Assembly influence, cooperation, and collaboration.

Review Executive Policy & Strengthen the Alliance
As part of the larger cabinet committee, failing or rotting systems should be reviewed during the more active period while it is here. Alliance systems should be built so that they do not fall apart during the low activity periods. This may include being open to changing the nature of the executive committee.

Outreach & Foreign Affairs
The foreign policy of the alliance must be more obvious and properly tiered by priority. We must work to maintain established relationships, present a more interactive tone with larger delegates, and above all else facilitate positive relationships within the alliance's member states. We must be brave as well as honest in our dealings internally and externally.

In-Character and Inter-Community Integrations
We should provide sound opportunities for the IC governments of our alliance members to interact. The variability of themes within the alliance makes direct influence between member states difficult and our alliance is well placed to act as a black-box to translate and telegraph interactions between communities which may otherwise be incapable of interacting.

Who am I?
I am Bolgatostand and As an ambitious individual, I, Bolgatostand, have always taken opportunities when they arise. When I saw the opportunity to run for Director of Foreign Affairs of the URA, I knew I had to take that risk. This role is a serious one, and I acknowledge the importance of it. But I am here because it is my passion. I love working and getting involved, which is why I am the Minister of Foreign Affairs of HUE - a two-month-old region and a URA member region. With me in control, the diplomacy of HUE quickly grew. And I am confident that the URA can succeed if given the same opportunity.

I plan to get thoroughly involved in this alliance, but this is only the first step towards getting higher and higher in the ranks. One day, I dream of seeing the URA get commended and recognized for all the hard work and dedication of its members. I am running for the position of Director of Foreign Affairs because I take pride in my work, and I am confident in my abilities. I am a strong leader, and I know that my skills will be invaluable in this role. With me in office, the URA will continue to expand its diplomacy and make a significant impact in the world of regional diplomacy.
