A.S.S. (Anti-Spam Society) concentrates on making people not spam on the Regional Message Board of Siberia.

1. You cannot send the same message more than 3 times in a row without sending something else between those 3 messages
2. Messages with over 1,000 words will be suppressed
3. You cannot send more than 7 messages within 1 hour if nobody posts between those 7 messages.
4. Do not send messages that have these kinds of emojis, or they will be suppressed

2. Fair Power Act Made by: The Democratic Empire of Soviet Yoshilandia

The Fair Power Act makes sure that the founder, Soviet Yoshilandia, does not achieve ultimate power over Siberia.

1. The founder may not kick or ban anyone whenever they want to.
2. The founder may only kick or ban someone when they reach the following offenses of law or constitution:
2a. The founder will kick someone when that someone reaches their 3rd offense
2b. The founder will kick and ban someone when that someone reaches their 5th offense.
3. If the founder wants to kick or ban somebody from the region that has not reached one of the offenses on 2a or 2b, the regional council must unanimously agree.
4. The founder may never password-lock the region

3. Standardization of Law Procedures Made by: The Democratic Empire of Soviet Yoshilandia

The Standardization of Law Procedures will establish how laws shall be made and passed. It will also ensure fair voting from now on.

SECTION 1: The law

1. All laws shall be written in a factbook before being submitted to vote.

2. They shall look similar to this:

3. Nothing in the law can conflict with a previous law, even if you are repealing that law.

4. If you make a law, and somebody had broken something in that law before it was signed into law, they did not break the law.

5. Each time a nation's name is mentioned, they have to be linked with no flag

SECTION 2: The vote

1. All laws must be voted on before they can become laws.

2. You cannot put your law in a poll if a poll is currently running.

3. Everyone in the region of Siberia may submit a law. However, some nations might need to ask a regional councilor to submit it for them.

4. All polls will last for 7 days.

6. Everyone in Siberia may vote, but only the votes of regional councilors, WA Delegate, and Founder count.
6a. If there is a tie in the vote between 'Yes' and 'No', the Founder may do the tie-breaker.
6b. But if there is no tie, the founders' vote does not count.
6c. If there is a majority on 'Needs Tweaking', the councilors may put their opinions on the RMB, and the law may be voted on again once their expectations have been met.
6d. If there is a majority on 'No', the law disappears and cannot be voted on again for 1 year unless another nation (that is not a puppet) submits a similar law.
6e. If there is a majority of 'Yes', the law is signed into law and is added to the Laws of Siberia factbook.
6f. Even if there is a majority on 'Abstain', if one voted 'Yes'/'No', it will follow that person's Yes/No vote.
6g. Regional councilors must vote on at least one law per month unless there are 2 or fewer laws voted on that month.

An Act to Implement Instant-Runoff Voting (Ranked Voting) in Regional Councilor Elections

Article I: Purpose
The purpose of this law is to establish a fair, transparent, and representative electoral system for the Siberian region by adopting Instant-Runoff Voting (IRV) with ranked candidate preferences, ensuring each voter’s voice is maximized in multi-seat elections with small electorates.
Article II: Definitions

• Candidate: Any individual officially registered and eligible to stand for election in the Siberian region.

• Voter: Any individual registered and eligible to vote in the Siberian region.

• Ranked Voting: A voting method where voters rank candidates in order of preference.

• Instant-Runoff Voting (IRV): A voting system where if no candidate receives a majority of first-preference votes, the candidate with the fewest votes is eliminated and their votes redistributed according to next preferences, repeated until the required number of candidates have been elected.
  

Article III: Council Composition and Candidate Nomination

• The Regional Council shall consist of four (4) elected Councilors.

• For each election, a minimum of four (4) and a maximum of five (5) candidates shall be nominated and confirmed as eligible.

• Candidates must meet all eligibility criteria established by Siberian electoral regulations.
  

Article IV: Voting Procedure

• Each voter shall rank all nominated candidates from their most preferred (rank 1) to least preferred (rank 4 or 5, depending on the number of candidates).

• Voters must rank every candidate; partial rankings or skipped candidates invalidate the ballot.

• Ballots shall be submitted confidentially and securely to preserve voter anonymity.
  

Article V: Vote Counting and Winner Determination

• The election shall fill four (4) Councilor seats.

• All first-preference votes are counted.

• If any candidate receives a majority (>50%) of first-preference votes, they are elected.

• If fewer than four candidates achieve a majority:

  • The candidate with the fewest first-preference votes is eliminated.

  • Votes for the eliminated candidate are redistributed to the next preferred candidate on each ballot.

  • This elimination and redistribution process repeats until four candidates have been elected.
    

• All vote transfers and counts shall be transparently recorded and publicly available.

• In the event of a tie for the final (fourth) seat:

  • The candidate with the highest number of first-preference votes among those tied shall be elected.

  • If still tied, the candidate with the highest number of second-preference votes among those tied shall be elected.

  • If a tie persists, the winner shall be determined by random lot, conducted transparently.
    

Article VI: Implementation Timeline

• This law shall come into effect immediately upon passage.

• The first election under this system shall be held no later than the next scheduled election date.
  

Article VII: Miscellaneous Provisions

• No other voting system shall be used for regional elections unless this law is repealed or amended by a future legislative act.

• This law shall apply to all elections for regional leadership positions within Siberia.

• All previous electoral laws inconsistent with this act are hereby repealed.
