The hard-nosed, cynical, devout population of 2.717 billion Orcs are kept under strict control by the oppressive government, which measures its success by the nation's GDP and refers to individual citizens as "human resources."

The medium-sized, corrupt, moralistic, well-organized government juggles the competing demands of Defense, Spirituality, and Law & Order. It meets to discuss matters of state in the capital city of Nethermost Hall. The average income tax rate is 29.3%, but much higher for the wealthy.

The thriving Melkor's economy, worth 214 trillion Silmarils a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. There's a hole in the heart of every Melkor's city, the colors pink and purple are banned from military unit insignia, when shaking hands with foreign leaders Elder King Melkor wears an armoured gauntlet, and increasing numbers of children in MELK0R have different eye and hair color to their supposed fathers. Crime, especially youth-related, is totally unknown, thanks to a capable police force. MELK0R's national animal is the Captured Elves, which teeters on the brink of extinction due to widespread deforestation.
