The Sultanate of Hiri is a tiny, safe nation, renowned for its rum-swilling pirates, frequent executions, and irreverence towards religion. The compassionate, democratic population of 9 million Pan-Hirians enjoy a sensible mix of personal and economic freedoms, while the political process is open and the people's right to vote held sacrosanct.

The medium-sized government juggles the competing demands of Law & Order, Administration, and Welfare. The average income tax rate is 29.2%, but much higher for the wealthy.

The Hirian economy, worth 452 billion Great Cocōs a year, is fairly diversified and led by the Automobile Manufacturing industry, with major contributions from Furniture Restoration, Uranium Mining, and Information Technology. State-owned companies are reasonably common. Average income is 50,218 Great Cocōs, and evenly distributed, with the richest citizens earning only 2.1 times as much as the poorest.

Leader can't hear a thing when the unwashed masses throw rocks at the new state limousine, merchant ships always travel line astern in Hirian waters, CEOs and corporate executives are frequently found striking for better stock options, and planespotters are emigrating in droves. Crime is totally unknown, thanks to a capable police force and progressive social policies in education and welfare. Hiri's national animal is the Lion.

Hiri is ranked 100,602^nd in the world and 8^th in Kaiserverse for Smartest Citizens, with 36.51 quips per hour.
