Countriopian Constitution: National Organization
7th ArticleThe Countriopian state, inside its irreducible limits of its nowadays territories will be organized in municipalities, which will be joint in provinces, which are federal institutions with their own laws. Their competences will be added by their Federate Constitutions.
8th Article
Every Town Hall of the Republic will be completely autonomous in the matters of its competence, and will be elected by every citizen in its territories in universal, secret, direct and equal suffrage for a 4-years term. Also, each year, referenda will be held in order to know whether the people support them or not.
9th Article
Each Federate Constitution will have some fundamental laws, especially concerning the matters of Education, Social Welfare, Healthcare, Transportation and Environment, while some basic legislation will have to be obeyed. Once it is approved, it will be the basic law of politic-administrative life in the province.
10th Article
The only requirement for the Federate Constitutions to be approved is the consent by each region's people. A referendum must be held and it requires over 80% of participation, otherwise it will not be declared approved, and have at least two thirds of the voting people.
11th Article
It is exclusive competence of the central government:
State Debt
Inter-provinces communication, for example, roads, trains, telephone lines, channels...
Inter-provinces hydraulic and energetic installations
12th Article
The central government has the right to pass legislation about:
Minimal civil and political rights
Weight and measurements
Minimal Education, Healthcare, Social Welfare, Transportation and Environmental funding, as well as minimal taxes, and minimal progressiveness of them.
