The Colony of Cacophonous Costa is a large, socially progressive nation, renowned for its state-planned economy, punitive income tax rates, and stringent health and safety legislation. The hard-nosed, democratic population of 195 million Cacophonous Costans are fiercely patriotic and enjoy great social equality; they tend to view other, more capitalist countries as somewhat immoral and corrupt.

The enormous, socially-minded government juggles the competing demands of Defense, Law & Order, and Education. The average income tax rate is 67.8%, and even higher for the wealthy.

The sizeable but sluggish Cacophonous Costan economy, worth 4.57 trillion Columbian Dollars a year, is driven entirely by a combination of government and state-owned industry, with private enterprise illegal. However, for those in the know, there is a slick, highly efficient, quite specialized black market in Uranium Mining, Beef-Based Agriculture, Arms Manufacturing, and Retail. The private sector mostly consists of enterprising ten-year-olds selling lemonade on the sidewalk, but the government is looking at stamping this out. Average income is 23,455 Columbian Dollars, and distributed extremely evenly, with little difference between the richest and poorest citizens.

Organ donation is compulsory, a large-scale revitalization of the education system is underway, UFO sightings are listed daily in the morning news, and TV shows must meet strict ethnicity quotas. Crime is totally unknown, thanks to a very well-funded police force and progressive social policies in education and welfare. Cacophonous Costa's national animal is the Feline, which frolics freely in the nation's many lush forests.

Cacophonous Costa is ranked 291,192^nd in the world and 18^th in Siesta for Largest Welfare Programs, scoring 193.72 on the Safety Net Mesh Density Rating.
