The Rogue Nation of Bertroff Hissa is a mammoth, pleasant nation, renowned for its burgeoning Kitsune population. The quiet, industrious population of 5.952 billion Bertroff Hissans have some civil rights, but not too many, enjoy the freedom to spend their money however they like, to a point, and take part in free and open elections, although not too often.

The relatively small government juggles the competing demands of Defense, Law & Order, and Welfare. The average income tax rate is 14.4%, but much higher for the wealthy.

The Bertroff Hissan economy, worth 278 trillion Delta Eagles a year, is fairly diversified and led by the Gambling industry, with major contributions from Woodchip Exports, Uranium Mining, and Trout Farming. State-owned companies are reasonably common. Average income is 46,740 Delta Eagles, and evenly distributed, with the richest citizens earning only 3.0 times as much as the poorest.

Crime is relatively low, thanks to a capable police force and progressive social policies in education and welfare. Bertroff Hissa's national animal is the Kitsune, which can occasionally be seen sifting through garbage in the nation's cities.

Bertroff Hissa is ranked 238,226^th in the world and 3^rd in Averon for Most Advanced Law Enforcement, scoring 1,034.44 on the Orwell Orderliness Index.
