Influence is gained by being in a region for some time and by being in the World Assembly and having endorsements.
So I encourage you and everyone to join the WA. page=un
It will be more important in Hell itself, but influence is used to perform a number of regional things like password the region or eject people. The more influence you have the more influence the more it cost to eject you.
In Underworld it won't matter too much, but it's how we keep Hell secure.
