Nobody, it's because the monarch is called the "Protector" due to history stuff – Tepertopia is a federation of formerly sovereign states, and when they first joined together the rulers designated one of themselves as the "Protector of the Union"; the title originally rotated between them but as time progressed it detached from state rulers and became its own thing and so today the Protector is the ceremonial head of state.

Nah the Protector is basically like the UK monarch, formally in charge but practically only smiles and waves today. The Chancellor is the head of government with most of the power, and is accountable to the democratically elected legislature.
