Yes it is...'sub' means below, and every country in Africa below the Sahara is part of the same region. If you wish to divide it further South Africa is in southern Africa, but that's not saying much.

Black is another name for African. Sub-Saharan Africa is indeed a region, not sure why that matters, I said his nationality was South African.

I said the region specifically, because North Africa is seen as more Arab and Middle Eastern in general, since the Sahara was harder to cross than the Mediterranean. It's just more concise.
