It didn't even take a month before the same thing happened again. "Come in," he announced. The wooden door creaked open as his subordinate came strolling in. "Si- Your Regalness," he stammers, accidentally muttering out the wrong honorific. Thor seems not to notice the slip-up, appearing completely oblivious. "Yes, what seems to be the matter?"
"Well... we've received something from the... Gojiran National Space Exploration Agency!?"
"What? Give me that!"
Thor snatches the letter from his subordinate's hands, gingerly opening the letter to read the note inside. "Good greetings, Your Regalness, we have received your letter of approval to help out with our Lumina Space Station and we decided to send you our current plans, and we wish to discuss plans with you... what? We don't even have a space agency yet."
"That's the thing. So..."
"Exactly what you think I want to do. We have enough budget for it anyway, so go for it."
"'Enough budget'!? I thought we were barely making it by?"
"My money storage is bulging with money. Just funnel more tax money into this plan and I'll help out with my pocket money."
"Yes, Your Regalness."
He nods, before scampering off and out of His Regalness's office. "Geez, so many orders... I have to speak to so many departments today," he mutters to himself. Sure, that was his job, but he felt as if it were a tad too overbearing. He sighs heavily, attempting to prepare his body for much talking and walking, preparing to eventually tire himself out just speaking. He cracks his knuckles and takes a break to stretch, sighing once more in satisfaction. He walks off, ready to take on the day's upcoming tiring work.
"First off the list, the ministry of- no, wait, Parliament. Absolute power of Glorious President doesn't exist yet, right..." He calls to summon the Narmossian Parliament, which is insanely rigged, all the way to its core, since the President has power over the Parliament and is able to add and remove members at his own will. "In an hour, a meeting will be held to discuss the establishment of a new agency of the civil ministry of the government," it was detailed by the subordinate. Meanwhile, he awaits for all the members of parliament to show up in the Great Hall. Eventually, before he even realised it, an hour had passed, and all 39 members of parliament had finally arrived. He begins his speech, starting off, "Good morning everyone, I am 'Seir' Uljemor, and I have summoned you all on behalf of His Regalness to debate the formation of a new agency of the civil ministry. It will be a government-owned agency tasked with anything related to outer space, such as space exploration and other related areas. Begin." The debate began, and chaos commenced from within the Great Hall. Despite not housing many people, the debating was still rather noisy. After a while of the chaotic "debating", if you could even call it that, Seir Uljemor finally called the debating to an end and called for the vote to occur. It wasn't even a surprise to concur that the results would end in all Ayes, and it indeed did. "Well, thank you everyone for showing up, have a good day. Parliament session is over." Everyone leaves the Great Hall to head back to their offices. Uljemor heaved a sigh of relief, relieved that his main fear was finally over. Following that, he only had to talk with the Ministry of Broadcasting.
He began walking briskly down from his pedestal in front of the benches in the Great Hall and out through the door. "Geez, where the heck is the Ministry of Broadcasting office? This building is so gargantuan..." He ambles through the massive government building, aimlessly wandering around in a hopeless attempt to find the office. To add to his confusion, there were barely any directional signs in the building, most of the very few signs were located at the entrance, and he figured his best shot at finding the office was to head to the entrance to read off the signs. He saunters down the empty hallways towards the entrance, maintaining his brisk pace. Coincidentally, while walking, he chances upon one of the few directional signs not at the entrance of the government building, located at one of the stairs. It showed the way to the Office of the Minister of Broadcasting, 'Seir' Pruous. "Today's my lucky day," Uljemor muttered to himself under his breath, before rushing up the spiralling stairway to the second floor, continuing to amble down the hallway that led out of the stairway. He glanced at all of the signs that labelled the seemingly unoccupied rooms, most of the signs having no label until he landed upon Seir Pruous's office. He faintly knocks twice on the door, before he hears a "Come in" from Pruous. "What is it that you need, Seir Uljemor?" Seir Uljemor requests, "Well, it's another one of the president's orders. I need you to have a PSA and release it tomorrow at 9 AM sharp. I'll- uhm, I'll just leave the details here." He sets down a stack of papers on Seir Pruous's table, before leaving the room and scampering down the hallway. "My heart thumped so loud..." he muttered under his breath as he hurried down the hallway. "What's with him?" Seir Pruous muttered to himself. He shrugs it off as something else and continues with his job, preparing for the following day's PSA.
As night turned to day and 8.59 AM turned to 9 AM, most televisions and phones' screens flashed into black before they witnessed much green.
"Good morning, people of Narmossia. This is a public service announcement sent on behalf of the Glorious President. As of yesterday, we have established a space agency in preparation to help out in the construction of the Lumina Space Station. The Lumina Space Station is a planned space station to be constructed by the members of the ONN. For anyone over 18 who possesses a degree of any sort in astronomy, engineering, architecture and all other related subjects, you are advised to come to your nearest local government building to work at the newly established space agency. Those who do not follow this are at fate of persecution or other such punishment. Thank you for listening."

Claims must be:
1. Reasonable enough to be put onto the map. If you want more accurate claims and you have Paint.net, beginner claims have a limit of 40k pixels. Your secondary nation will have to be at 20k pixels or less. However a secondary cannot be claimed immediately upon joining the map.
2. Picky is good. Feel free to request changes to borders if you aren't happy with them.
3. This map's planet is the same size as Earth, so we won't be making the map any bigger. If Earth can fit 200 nations, so can this.
4. We are not changing or adding new territory to the map. Use the existing land more efficiently and we won't need any more.
5. Not on any body of water.

Map removal will occur when:
1. AFRP, or Away From RP (not RPing for 30 days, 20 days in the case of people on other RMB maps)
2. RMB RP Ban (if one clause states "therefore, the RMB Cartography Staff shall remove <nation> from the map")
3. Cease to Exist (when the nation dies in the 28th day. Exceptions apply.)
4. Moderator Sanctioned
5. RP posts are not up to standard (refrain from making posts that are just one sentence)
1) All nations are able to claim up to the initial 40,000 claim limit for main nations at any time.

Rules of the Action Expansion
Section 1: Expansion Size and Limitations
1A) The expansion may comprise of up to 20,000 pixels at any one time.
For example, if Nation A is 40k pixels they may expand up to 20k additional pixels for a total of 60k pixels.
The maximum size a nation can become is 200,000 pixels.
1B) For nations under the 40k claim limit they can claim their remaining pixels to bring them to the limit before applying the rule.
For example, if Nation B is 30k pixels they can claim their remaining 10k pixels to bring them to the 40k claim limit then apply the rule to expand an additional 20k pixels. In total Nation B would be able to use this expansion to expand by 30k pixels for a total of 60k pixels.
We are instituting a 200,000 pixel cap (this is equivalent to expanding by 160,000 px). You may only expand 20,000 pixels at a time with a 3 month cooldown between expansions. Finally, depending on the circumstances the Mod/Carto team will be able to grant extensions to expansions.
Section 2: How Expansions Occur and Work

160,001 ≤180,000 - 2.4:1
180,001 ≤200,000 - 2.7:1
2A) For every pixels that are claimed, the RPer must provide the amount of word of roleplay related to their expansion.
Example: Nation A is expanding by 20k pixels from 40,000 to 60,000. In order to be valid, Nation A must write 10,000 words of roleplay.
2B) In regard to fulfilling the roleplay requirement for their expansion, worldbuilding posts regarding the expanded area can be made. These can form up to 25% of the total words required. Additionally, the use of alternative methods such as Flags and Maps etc. can fulfil up to 50% of the worldbuilding allowance.
For example, Nation C is expanding by 20k pixels and thus are required to provide 10k words of roleplay. Of the 10k words required, 2.5k (25%) can be provided through worldbuilding. Within those 2.5k words, up to 50% can be provided through alternative methods. In this example it would be equivalent to 1.25k words.
2C) Please notify us of a piece of Worldbuilding or RP that would count towards your word count quota by pinging ONE member of RMB RP Moderation OR RMB Cartography Staff with a link to the desired Worldbuilding piece or RP post. Failure to do so may result in said RP/Worldbuilding post not being counted towards your word quota. Additionally, you can mention one of the previously stated applicable members to check your word quota at anytime, and get updates to see if something has been counted or not, but just remember be respectful and patient as we may be busy with other discussions at the time of your contact. Impatience will get you nowhere.
2D) Using things such as one-liner posts* will not count towards the requirement. See post-script below what one-liner posts mean.
2E) After making a claim a period of 6 months (26 updates) will begin during which the requirements for the expansion must be met.
2F) The existing rules in regards to expansions such as those for colonial claims etc. will be applied to all expansions.
Section 3 - Criteria to Qualify for Expansion
3A) Only primary (main) nations are allowed this expansion. Alternative (secondary) nations will not.
3B) The nation must have been on the map for at least a period of 2 months, this starts from the map that the nation was added on. If you have been removed around this period, then this starts from your most recent re-addition.
3C) In order for the claim to be approved, an OOC written response must be made providing the reasoning why you wish for the expansion for that territory. This must inform us of the thought behind the expansion and how you will fulfil the roleplay mandate. Moderation and cartography may ask further questions for the purpose of clarification.
3D) Roleplay and Worldbuilding posts must be related to the expansion for it to be counted as valid.
* - One-liner posts are an umbrella term to describe RMB posts that compose only of one paragraph. News posts (or articles) do not count either. *
