Technically it never began. A declaration was made, and a blockade was set up, but it was forced to retreat immediately due to you being member of a defensive pact. Since then Jubiloso has been in panic due to an increasingly anti-war effort working to remove the Zapatas from office. Sierra has done nothing to escalate the war due to these distractions, and also the defense pact. Then there's the reason war was declared in the first place: Mass executions via gas Chambers in your nation. Assuming this is not ongoing and those responsible are no longer in power, an end can be reached after the election.
