So from what I'm getting, here's your tutorial :

• After scandal, kill Petr and make Lucian your VP, he's absolutely excellent. Though his suggestions are sound, he also has a minor boost on popularity, maybe because he's single.
• Control Marcel and don't get too close with Tusk. You could always be friendly with the conglomerate, but please don't nationalize Bergia Steel. If you're nationalizing stuff, you may F with HOS (and if you do, take all of his stock or else he'll be trying to kill you)
• To invade Rumburg, I'd suggest in the start to get the High-speed railway, and later ally yourself with Agnolia and Lespia. Get the oil from the Wezeks too, but their bonus would be reduced if you work with Lespia. (DON'T join the ATO if you want to fight Rumburg)
• To form SSP, fund the Police and side with Lileas in forming the SSP (because she'll have a unique dialogue). If you're taking bribes with someone, absolutely don't form the Anti Corruption Police.
• Fund the Army, do Iosef's reforms and don't listen to Valken. Also, boost the Airforce.
