Brief lore: Perhaps The Index was an ancient project of The First Ones. Perhaps it was instead a derivative of a lost colony of Sol, or of some other empire forgotten to history. Regardless of who their creators are, The Index exists regardless.

The Magna Archivum was likely once meant to a giant collection of sorts, though much of the infrastructure has long since decayed. As for what information it was meant to collect, The Index would tell you it was meant to be a repository for all information related to organic life. This is their primary purpose; To rebuild the Archivum and collect data on all forms of organic life in this galaxy.

Preservation of all sapient species is preferable. But organics are an illogical sort. They often act unreasonably, forsaking sensibility entirely. Identifying what causes this illogical behavior and "fixing" it is a tertiary goal. But so long as the archives are expanded and the Organics cooperate, ensuring their continued survival is negotiable.
Such is as logic dictates. Completion of the databanks is all that truly matters.

God, okay so I have such a stupid idea, what if the ruling class is made up of Fish people (called the Xocmán in their native tongue) who rule over a bunch of desert planets due to spice being found primarily in the desert. It does raise a lot of questions but I find it funny.

CONSTITUTION OF ATROCHA
Drafted and approved on May 14, 1898, the amendments of 1923 and 1967 in force


Article 1: Atrocha is a free and independent nation in the form of a republic.
Article 2: The territory of the Republic of Atrocha depends on its expansion, but any territory that becomes official, whether it belongs to the nation, is considered its own.
Article 3: The Republic of Atrocha has a democratic system where the rights of its citizens are respected. Atrochan public institutions depend on citizens.
Article 4: Every language spoken in Atrocha must be respected, but the main one is the one called Sanctish. All religion in Atrocha must be respected. There are no distinctions or privileges in citizenship or divisions of any kind, and what is dictated will be guaranteed in the laws.

Article 7: The State can interfere in the jurisdiction of the citizens only when they authorize it through laws and decisions, that is, until the citizens say otherwise.
Article 8: The State is governed by three powers: The Executive, the Legislative and the Judicial. The Executive is made up of two people, a senior consul and a minor consul, who hold the Head of State, and a council of ministers, who hold the Head of Government, through a prime minister elected by the Legislature. The Legislative is made up of the Parliament of Atrocha, it is in charge of making the main guidelines of the nation. The Judiciary is exercised by the Supreme Court of Justice, with no more than 8 members, transparent, incorrupt and independent of any other body.
Article 9: The State must protect the Constitution and the laws, the national integrity and the stability of the nation, until the citizens say otherwise. It is the duty of the State to manage the nation's public economy well, requesting collection only for what is necessary and with prior consultation with the citizenry. All State activity must be transparent and seen by all, as it is a public body.
Article 10: The State is responsible for the basic needs of the nation in the event that they are not provided in other ways, until the citizenry says otherwise.
Article 11: Atrochan citizenship is for those born in the nation and those foreigners who reside for more than 2 years. They must accept their duties and their rights.
Article 12: It is the duty of the citizenry to maintain the unity of the nation, because the country is formed from the population.
Article 13: The Republic of Atrocha recognizes and applies all rights related to human beings. Some of the main ones are: the right to free expression, to life, to be educated, to group, to meet, to mobilize, to health, to work, not to be a political participant against one's will, etc.
Article 14: The Republic of Atrocha recognizes that the family is the basis of society, and protect it, as well as maintain contiguous institutions such as marriage and upbringing in their natural and traditional state, until the citizenry says otherwise.
Article 15: The right to life is fundamental in Atrocha. Only if a new being is deprived of that right by choice of her parents, will he be under cause of a crime against the maternal parent or if the maternal parent is in vital risk. The death penalty is modifiable by law, but it is recommended that it not be imposed until the citizenry says otherwise.
Article 16: If any fundamental right included in the Constitution or in the laws is violated or not applied, the State is obliged to enforce it.
Article 17: Power emanates from the people. It is the duty of the citizenry to participate in the destiny of the nation and monitor the State.
Article 18: The Republic of Atrocha declares its neutrality to any conflict, calling for peace. The public forces will be in charge of the fulfillment of the law and the order and the national defense. It is forbidden for Atrocha to attack or enter any armed conflict, until the citizens say otherwise.
Article 19: Nature is the natural and public heritage of Atrocha, and its resources can be for everyone and managed by everyone.
Article 20: The Republic of Atrocha has national symbols that identify it. It is not mandatory to greet them, until citizens say otherwise.
Article 21: The Republic of Atrocha is divided into provinces, municipalities and communes. The provinces and municipalities have self-government and the communes are directly administered by the citizens. Their number, their power and their expansion must be governed by law.
Article 22: In the event of a coup, if a State authority remains in office, he has full authority, full recognition and full power to reverse the coup or not recognize it. Parliament must approve the change of government. Citizens have to approve the change of government. If the citizenry does not approve the coup through the devices provided by law, the coup must be considered null and the previous authorities must be restored. If in an authoritarian manner, the new administration decides to continue governing, it should not be recognized as the government of Atrocha and the citizens are empowered to bring it down by violating the Republic.
Article 23: In case of a foreign invasion, the Republic of Atrocha will try to negotiate peacefully with the invading country, so as not to enter into a military conflict. With the approval of the citizenry, the status and conditions will be decided, but with the aim of maintaining sovereignty.
Article 24: Trade must be free and the State must guarantee the economic freedom of its population, until citizens say otherwise.
Article 25: The official currency of the country is the peso, although different currencies can be accepted.
Article 26: The State must regulate products primarily by their health status and international origin, until the citizens says otherwise.
Article 27: The State must maintain the sound institutionality of the Magna Carta and the laws. If any organ of the State violates it, it must be punished until the citizens say otherwise.
Article 28: The national territory, the surrounding waters and the airspace, agreed with other countries and stipulated in the laws, are considered domains of Atrocha, until the citizens say otherwise.
Article 29: In Atrocha, codes will govern for the maintenance of order and law. The influence of the State or of third parties in the processes of Justice is expressly prohibited.
Article 30: The Republic of Atrocha will only arm itself and carry out military actions when diplomatic and peaceful channels have been exhausted, and the state of the Nation and its citizens are in express danger. That is, in case a war cause touches the national territory of Atrocha. The Atrocha Self-Defense Forces will safeguard the defense of the territory, and will not commit abuses against humanity. Atrocha cannot participate, even if he argues that it is related, to a conflict outside the nation, until the citizens say otherwise.
Article 31: The State recognizes all the human ethnicities that make up the population and gives them the same rights and the granting of citizenship, and their segregation or discrimination shall be prohibited.
Article 32: Consuls must be over 35 years of age to be in office. The head of the executive government must be over 25 years of age. Every public servant must be over 21 years of age.
Article 33: No member of the Executive Branch shall be appointed if they have a criminal record. No member of the Legislative Branch is eligible for election if they are on trial or has been convicted. No member of the Judicial Branch may belong to it if they have even one judicial process against them.
Article 34: The right of mobility throughout the territory shall be guaranteed by the State, until the citizens say otherwise.
Article 35: The right to protest shall be guaranteed as long as no life is affected by it, until citizens say otherwise.
Article 36: It is forbidden for two or more persons with a first and second level of consanguinity in the same public institution, of any kind, until the citizens say otherwise.
Article 37: It is forbidden for the Executive Branch, a married couple, to be appointed. There cannot be both married people in the Executive Branch due to conflict of interest, until the citizens say otherwise.
Article 38: Laws passed by Parliament are immediately ratified, until the citizens say otherwise. The decrees of the Executive Branch must be ratified by at least one of the Heads of State, until the citizens say otherwise. The rulings of the Judicial Branch must be complied with, unless they are suspended by the Judicial Branch or appealed, until the citizens say otherwise.
Article 39: All public officials must be prosecuted by the Judicial Branch.
Article 40: The members of the Supreme Court of Justice are elected by a governmental council in judicial matters, which is independent and capable of electing candidates for the post of magistrate by competitive examination, for their subsequent formal appointment by both Consuls.
