Maybe Cuba first attacked the island of Hispaniola (Haiti and the Dominican Rep.) and then with the help of the Russians they wanted to “make their way down” the Antillean Islands. Then the UNSC nations intervened individually although the Russian vetoed the SC resolution. After some months of war the Cubans surrendered, the Russians retreated to minimize damage on their side, and the governments of the affected Caribbean states founded the NWI consisting of the Lesser Antilles and the Greater Antilles minus Cuba.
