I believe those views were a product of his time, rather than the logical conclusion of his policies. Why don't we ask 
Henry George what he thinks now?
The question would come down to, "Does Georgism imply an individual right of free movement and residence, anywhere in the world, or do the natural & disparate communities mankind diverges into have the collective right to govern themselves?" If the latter, the it would follow that the sovereignty of those communities at minimum entails the sovereignty to exclude migrants, and on whatever basis the sovereign community settles on.
