PREAMBLE

CHAPTER 1 : MEMBERSHIP

1. All nations and puppets within Citreon hold the inherent right to become members of the One Region Government (ORG).

2. To initiate membership, a nation or puppet shall publicly declare their intention on the Regional Message Board (RMB) by posting the statement: "NATION" has officially joined the ORG. A single player may have more than one nation in the assembly through the use of puppets.

3. Each player, even if they control multiple nations as puppets, is entitled to cast a single vote. However, in cases where only a puppet nation is actively participating, it may exercise voting rights.

4. All citizens of Citreon, whether they are ORG members or not, possess the privilege to engage in debates. Nevertheless, exclusive voting rights on role-playing (RP) topics are reserved solely for ORG members.

5. When determining region operations, the votes of all citizens carry equal weight, ensuring fairness and equality in our collective decision-making process.

CHAPTER 2 : LEGISLATURE

1. Composed of all member nations of the ORG.

2. The Regional Assembly serves as the primary deliberative body of the ORG. It holds the authority to discuss and debate a wide range of role-playing matters, with the exception of issues involving potential armed intervention, which can only be discussed when urging the Leadership Council to act.

3. The Regional Assembly is responsible for crafting and approving all role-play (RP) legislation, called “proposals”. While non-members may propose legislation, such proposals are referred to as "recommendations." Any legislation, whether a recommendation or proposal, requires sponsorship unless authored wholly or in part by a Leadership Council member to ensure the quality of work.

PART 2 : The Leadership Council

1. The Leadership Council is composed of five elected members: Secretary of Foreign Affairs, Secretary of Internal Affairs, Secretary of Peace, Secretary of Culture, and The Secretariat

2. All Citizens may vote for secretaries with equal weight.

3. Council members may serve until challenged and defeated in a subsequent election.

4. Each council member has a guaranteed term of 30 days in office before they become eligible for a challenge. This rule excludes the Secretariat, who enjoys a longer guaranteed term.

5. Elected council members have legislative priority, allowing them to submit legislation for voting without the need for sponsorship.

6. Leadership Council members hold exclusive authority over the utilization and direction of a military force, which comprises member donations of troops and equipment.

7. Secretary roles
   Secretary of Foreign Affairs
   A. Maintains the region's embassies.
   B. Must become the World Assembly (WA) delegate and is responsible for WA vote recommendations.

   Secretary of Internal Affairs
   C. Identifies potential areas within the region requiring action by the regional government.
   D. Informs the Leadership Council of potential situations.
   E. Mediates and diffuses conflicts to prevent escalation.

   Secretary of Peace
   F. Manages peacekeeping missions initiated by the regional government.
   G. Assumes control, on behalf of the council, of troops or personnel dispatched by the organization.
   H. Troops may only be used for security and humanitarian purposes.
   I. Council may override their decisions with the support of three council members.

   Secretary of Culture
   J. Promotes cooperation among members and citizens through various activities, polls, games, and competitions.

PART 3 : The Secretariat

1. The Secretariat serves as the chief administrator of the One Region Government (ORG).

2. The Secretariat possesses the sole veto authority, allowing them to veto any recommendation or proposal at any stage before it becomes law.

3. The Regional Assembly has the responsibility to check this veto power. A 2/3 majority vote in favor of a motion can override a veto issued by the Secretariat.

4. The Secretariat enjoys a guaranteed term of 60 days, after which they may be challenged in the same manner as a Secretary.

5. The Secretariat has the authority to determine the order in which proposals and recommendations are presented and voted on by the Regional Assembly.

6. They may also decide which topics should be deferred to the Leadership Council for further input and deliberation.

CHAPTER 3 : THE REGIONAL COURT OF JUSTICE

1. The Regional Court of Justice is established as the judicial organ of the One Region Government (ORG).

2. All members of the ORG are considered eligible to serve on tribunals by default, except in two circumstances:

   1. When the nation they represent is the one being held before the court.
   2. When other members of the tribunal believe that the inclusion of a particular nation could potentially delegitimize the body due to any relationship or tie with a defendant.

3. The Court's decisions are deemed final, and all members are obligated to accept and uphold these decisions.

4. Failure to comply with the court's decisions may result in potential repercussions, which are limited in scope to the realm of role-play (RP).

5. Any tribunal shall consist of at least one member of the Leadership Council and any number of Regional Assembly Members.

6. In the event that a tribunal fails to reach a verdict due to a tied vote, the Leadership Council member on the tribunal shall be granted two votes instead of one to ensure a ruling is made.

CHAPTER 4 : THE SPECIAL STATE CLAUSE

1. The Secretariat may declare any special state on their own authority.

2. The Leadership Council may declare any special state when the Secretariat fails or refuses to do so. In such cases, the Founder assumes the roles of the Secretariat regarding the special state.

3. Any citizen or member may request the declaration of a special state by calling for a Special State Request Vote in the Regional Assembly. A supermajority of 2/3 in favor obliges the Secretariat or Founder to declare the requested state.

4. All special states naturally expire after 7 days but may be renewed an unspecified number of times.

5. Special states may not be used for personal gain or to hinder the region in any way.

6. Suspected abuse of power through the declaration of special states should prompt members and citizens to call on the Regional Court of Justice to intervene. The Court will assess whether any power was abused and determine appropriate repercussions.

   STATE OF CONSOLIDATION

7. To combat low activity that prevents group decisions requiring thresholds to be met.

8. A poll must be raised to determine the number of active nations within the ORG.

9. Decisions requiring a threshold to be met will use only the nations that responded to the poll when setting those thresholds.

10. A State of Consolidation maintains the constitution and temporarily lowers thresholds to facilitate progress during periods of low activity.

    STATE OF EMERGENCY

11. To address situations necessitating a password due to infiltration into the region's governing body by an external nation or a citizen nation assisting one. Post Frontiers/Strongholds update, this occurrence is unlikely or impossible.

12. Allows the Secretariat or Founder, in their absence, to ban nations and/or set a regional password.

13. To enact a ban under a State of Emergency, the Secretariat must reasonably believe the region's security to be at risk. This risk is outside the RP world and typically involves a threat to Citreon's native population by an external force aiming to replace it with members from another region.

14. When using a State of Emergency to set a password, the citizens must be provided with the password on NationStates through telegrams.

CHAPTER 5 : THE DECENCY CLAUSE

ROLE PLAY GUIDELINES

1. Role Play Boundaries:
   Respect the boundaries of role-play (RP) and maintain a clear distinction between RP and real-world interactions.

2. Avoid God Modding:
   Do not engage in god modding, which refers to controlling other players' nations or characters without their consent. This practice disrupts fair and immersive RP experiences.

3. No Meta Gaming:
   Avoid meta gaming, which involves using out-of-character (OOC) knowledge to influence in-character (IC) decisions. This ensures that RP remains immersive and fair for all participants.

4. Sensitivity to Topics:
   Exercise sensitivity in RP and refrain from delving into sensitive topics, such as real-world tragedies or highly contentious issues, to maintain a respectful and enjoyable RP environment.

5. Consent in Storytelling:
   Prior to incorporating another player's nation into a story or narrative, obtain their consent to ensure cooperative and consent-driven storytelling.

6. Land and Border Disputes:
   Address land and border disputes within the Regional Assembly as a first step. If unsuccessful or if a member disagrees with the Assembly's decision, the matter may be referred to the Regional Court of Justice. The Court's ruling is final and may not be legitimately challenged again.

   REGIONAL MESSAGE BOARD(RMB) RULES

7. No Spamming:
   Refrain from spamming on the RMB. Edit previous messages when appropriate to prevent pushing other messages further back.

8. Indicate IC and OOC Posts:
   Clearly indicate whether your RMB posts are in-character (IC) or out-of-character (OOC) to avoid confusion.

9. Use Formatting:
   Employ formatting to prevent overwhelming walls of text, ensuring readability for all participants.

10. Zero Tolerance for Hate Speech:
    Maintain a zero-tolerance policy for hate speech, which includes dismissal, personal attacks, or blanket statements targeting individuals or groups based on their Race, Ethnicity, Religion, Political Stance, Sexual Preference, or desired pronouns. Encourage respectful and kind interactions.
