Alright. These Void ICBMs ought to be treated as legal. The first issue that it faces is that it is powered by Void Particles, though this itself is not a problematic thing as there is extensive precedent of exotic matter being used to power otherwise conventional military apparatuses. My mar is a good example of this.

The second, and main issue with the Void ICBMs seem to be that they are capable of summoning Void Creatures a few seconds after the ICBM attains impact. Here, the concept of extradimensionality is introduced, wherein creatures from a different plane of existence interfere with our own. In of itself, it sounds broken, but in practice it just means that shortly after detonating, the ICBM then spawns a bunch of monsters to ransack about.

From this observation, we can assume that this is no different from Boris's Pathogen 666, in which missiles are launched at an area, hit the area, and cause any victims within said area to transform into monsters that ransack the place. In both cases the missiles cause casualties, 666 by infecting combatants and the Void ICBMs through its explosions, and in both cases monsters would be left behind to cause mayhem across a given battlefield.

For this reason, the Void ICBMs ought to be treated as legal.
