Real-life should always come first, and I am happy that you have managed to get your life back on track. However, it is obvious to everyone that the Plebian Council in its current state is inactive and essentially dead. Not only is it dead right now, but it has been dead for it's entire existence, since the beginning of the Region. (which is why you chose to suspend it in the first place). It will require a great deal of time and effort to rejuvenate the council, and to make it actually mean something.

Even with the reasons you have (which are very good ones if I may add), reviving the council will take a lot of time and effort, which I am not sure that you have. I have been more consistently active than you, and personally believe that I have the dedication and willpower the council needs.

As I said when I started writing; real life comes first, so take all the time you need.
