No no no nooooo, it was actually:

"Knowin' ewes is better than evilin' ewes!"

The Mad King was mis-quoting a conversation he overheard between two Royal Rams as he took his morning walk through the farmland.
The Mad King didn't realize the story would not translate well to human ears, nor does the sarcasm.
