It's similar to the concept of how those game shows where contestants vote other people off of the show. In nation states a region without a founder can be raided by a larger group and all the people in that group will endorse their candidate so that they have more endorsements then the original head of the group so as to supplant that person. Then when that is done they can place a password on the group and start banning the natives from the group.

Yeah I need some defense forces encase an invasion is set up against the Federation of Sweitchland. So ill gladly buy some hippos.
Since hippos don't have opposable thumbs, their grenade-throwing skills are limited. They do make great mounts that you can mount grenade launchers on! Their cost is very reasonable: we clone them by the dozen! For defense purposes, I suggest at least a small legion of 10,000 Extra Bulky War Hippos. We'll teach them to love the color of your country's uniforms and that should reduce the number of "friendly trampling" incidents.
