Hah thats only a setback, a minor one
Recent gas attacks by WRFA forces proved little to effective on the Strovalskyan Army as the soldier's uniform is especially designed to protect the wearer from harsh environments, it is a multi-layered fiber fabric, chemically treated to protect the wearer from extreme temperatures, waterproof and difficult to burn with acid or fire and effective only against light caliber rounds and shrapnels. The most elite of all Strovalskyan units were given more advance gear while Partisans and militiamens were given the most basic protection against chemical attacks or captured, some partisans even used captured WRFA gears.
Strovalskyan soldiers conducted the widespread use of guerrilla warfare, Strovalskyan soldiers with the coordination of several partisan groups started harassing WRFA supply lines and relentlessly attacking command bases. Strovalskyan fighters hunted down WFRA bomber planes on the sky with little regards for their survivality and even performed a kamikaze strike on enemy bombers.
During a guerrilla operation, 44th Partisan Legion managed to cut several supply lines of WRFA forces and captured six major enemy garrisons, resupplying themselves with brand new WRFA equipments. 56th Partisan Battalion successfully ambushed a WFRA supply convoy and halted furthermore supplies for the WRFA soldiers. Commando units started it's operation targeting the command structures of WRFA, this method was mostly successful as Strovalskyan commando disguised themselves with WFRA uniforms, sowing confusion while assasinating enemy commanders with speed.

1st: You never mobilized your army, not stated anything regarding such.
2nd: Your army is, in all regards, utter dogshït. We use NS Stats here, and your army would be using WW2 era equipment considering your level of armament.
3rd: You can't just go "haha I kill your general now haha lol" without having any other form of elaboration.
4th: How big do you think your army is? At maximum you can have 60% enlisted, and even at 50% you're at risk of collapse. You have at most 21M. We have 400M deployed.
5th: You nuked your own cities, meaning that most of your population is now dead, and what remain are dying, sick, ill and injured.

1. The Strovalskyan army mobilized of what's remaining of their army into a defensive guerrilla warfare

In the capital city of Valsk, Commando unit; Karus and Kubis, headed by Zakhari and Anatoli Karus were tasked by the Valsk Special Operatives, in Valsk they were given full knowledge of the operation called "Madman" to assassinate one of the regions commanders, they were sent in the outskirts of the Northern Strovalskyan region by land travel were they hid preparing for the mission.
On the month of whatever the hell is, the WFRA General nicknamed the "Mad one" was visiting the occupied territories via armored for inspection, the General was escorted by several military vehicles thus confronting would be a difficult task and suicidal, the General's convoy would travel near a cliff since the travel was shorter however communications are barely useful due to its thick smog and landscape, as the General's convoy approached commando unit Kubis incharge of the first detonation exploded the mountainside create a massive rockslide and buried the truck infront of the General's armored car the second one detonated in the back, trapping the convoy, commando unit Karus dropped several Incendiary grenades on top of the mountain and fire several RPG-7s on the General's armored car damaging and causing it to burst in flames, the General however survived but got his head blown off by a direct RPG hit in the head, the commando unit quickly evacuated in the area, the operation was a success however the high command is having doubts on how this would turn anything to their favor, as the WFRA would then again replace another of its commander, thus the operation was nothing more than boost of morale atleast.

The chemical defense is ok in my opinion (i used chemical weapons before vlad so it would make sense they would adapt to it)
As for the massive victories against vlad's army.... he is the master of warfare in slavija and uses blitzkrieg himself. Unlike me with horde strategy. So while i can overlook some success with the shattered army and communication among the partisans being at all time low i leave this to vlad (the extend of strovalskya's success)
Controling other party's forces is allowed ONLY when the other party agrees to it.
Considering your industry and population were reduced to atoms your army will likely starve to death soon or die to radiation if it doesn't run out of ammo first.
EDIT: also yeah strovalskya is mobilized, while he didn't say it technically i do remember that he declared national conscription so basically mobilization.
My balance for being (relatively) outdated is tactical efficiency.
I'd say that strovalskyan partisans have made, at most, a minor effect, due to our superior numbers, equipment, and training.

May 23 2130, the State-Governor was killed by a timebomb hidden in a suitcase which detonated during his speech in Valsk. A military Junta led by the an Army commander named Raizen Yuri seizes power and immediately starts to negotiate for peace, the siezure of power by Raizen divided the forces into a civil war between rival factions with the Loyalists led by Admiral Kozak and the Rebel forces led by Army commander Raizen. Rebel forces gained the upper hand in the Battle of Valsk and driven the loyalists forces out of the city, the remaining loyalist put up a fight while the others flee by air, sea or land.
Diplomats are being sent to establish communcations, Strovalskya will accept any demands by the WFRA aslong as its people, culture and language were left unharmed.
The WRF have offered the following terms:
Strovalskya is to acknowledge the Chinese language as co-equal to the Strovalskyan language, and positive action for Chinese native citizens.
Strovalskya is to become independent completely from Valskya, and will be under protective administration by the Republic of North China and the West Russian Federation
Strovalskya is to acknowledge blame for all injuries sustained during wartime, and is to provide reparations to the sum of 250 Billion Russian Rubles.
Strovalskya is to have the government appointed by the Bi-Partisan Council, consisting of representatives from China, Russia, and Strovalskya
Strovalskya will disband the Colonial Army to a force of 1000 men, however may retain a police force.
Strovalskyan courts are to administer according to Russian Law.
Night Terror
Following the passage of highly contentious legislation regarding Aleksandr Vorkuta Arkadys' stay in office, protests which remain illegal in Communo-Slavocia have erupted throughout the nation, from Rural countrysides like Weskroz, to Bustling cities like Arkadyingrad and Sovkomyr. Protests start early in the morning and continue through the late hours of the night. The National Police have taken to arresting anyone suspected of illegally protesting, they face a minimum punishment of life imprisonment, and a maximum punishment of execution, with the latter being more more likely than the former. The State Police have been dispatched to scenes of protest, they fire upon the participants, gunning down the dissenters. Secret Police execute night raids on the houses of the leaders of the political movements. Political activists are shot on sight, their families are taken to the gulags, their children will be 'retrained'. The national curfew has been set to 8:00PM, you are not to be out then, if you are caught outside during that time, you will be charged with; Attempting Protest, Disobeying a National Order, Treason, and Disobeying Curfew (Max Sentence: 50yrs). National Police wil patrol the streets after 8:00PM. The government is expecting protests to come to a complete stop in two weeks (1 RL day), until then, the police will likely be strained and somewhat less effective against everday crime.
