Yes, as long as the lactose-free milk is specifically made for cats, cats may consume it. It should, however, be given in moderation since, while it hydrates a cat, it also includes a lot of calories. It's only for occasional or supplemental feeding, and it's not meant to be a major part of a cat's everyday diet.
