If we force feed the explosive penguins enough ball bearings, they should be able to be loaded into mass drivers that will have the range to get to Fir Campica. We've had some issues with the penguins burning up on re-entry, but with a more robust heat shield (a top hat instead of a trilby should make enough difference), we should be able to at least accomplish a strategic airburst — plus the ball bearings will function as bonus shrapnel.
