Frankly, the Senator's argument that this will lead to "abuse by the President" is completely outlandish as the President's only role in the Senate as outlined in the Constitution is the presenting of bills to the Senate, he can't even vote on legislation.

If the Senator even wishes to suggest that we shall drop the idea of an Emergency Act is in fact dooming the Senate to overtaken by Presidential power. It would require time sensitive decisions to be taken by the President, rather than the Senate, due to a potential backlog of bills in the queue during a time of crisis.

Not once in the Emergency Act's one year availability of use has it been used for corrupt purposes, and as I said before his suggestion that it may undermines the integrity of our democracy.

It has historic precedent, if you knew your history you'd know it's vitality.

Okay, thank you for the reassurance. I trust in you and any other President to use this clause correctly. I assure you- this was not meant to be fearmongering, simply questioning a clause I deemed to be potentially dangerous, but I see that it was an unnecessary fear now.

The Union of Allied States,

2021 has been, needless to say, a very strenuous year for the region. Unlike 2020, which was undoubtedly a momentous year for the union, we have faced masses of inactivity, decay, and toxicity than ever before. In July this year, I left the union seeking greener pastures, of which I found in The East Pacific, but found myself making a return to the union in November after being misled on the belief that things were going to change.

But they haven't. The union still faces gridlock, inactivity, and I cannot believe how much of a toxic hellhole the Regional Message Board has become. The lack of dedication put forward by this new administration under President Leria and myself isn't because of exterior business or the general business of life. But rather, it is a lack of morale to continue on trying to fix a community that is crumbling, and has been crumbling since December 2020.

As a direct result of this, and only this, I am offering my resignation to President Leria and Chairman South Waterford as Vice President of the Union of Allied States for the last time. I apologise, but I do not feel like working on a region that is crumbling. It has gotten to the point where it feels like we've only put things back together with glue; it will all fall down again eventually.

I have made some great memories and met some amazing people in this region. However, I fear that these times have passed. This is no longer a region of love and stability. In fact, I would go on to argue that this has, in fact, become a very bad and unstable region. That isn't exactly anybody's fault; I am in no way insulting the dedication of the Chairman and other governmental ministers. The Chairman's dedication to this region and his eternal friendship with me is something that I will be eternally grateful for - so I invite him not to oppose me in my following decision, but instead support me; as a friend, and indeed, a brother.

Effective from today, I will be focusing my efforts on a new region - the United Conglomerate - as a fresh start for everybody. For myself, and anybody who wishes to join me. I am by no means attempting to contribute to the fall of the Union of Allied States - this simply just is not my community anymore.

I thank you all for your time, and your friendship across the years, 2017 - 2021.

U.A.6: Emergency Contingency Act.

An Act which aims to grant official Emergency Contingency Powers to the office of the President.

Be it enacted by the President of the Union of Allied States.

Article 1 - Title and Referencing

1) This proposed bill is entitled “Emergency Contingency Act.” yet can be referred to as the “Act” in its articles.

2) All references to external laws, sources or the Constitution are exclusively relevant to the Union of Allied States and its texts as existent on January 7th 2022.

Article 2 - Title and Referencing

1) This Act aims to create stability in a time where there is strife within the region. To rebuild the Union.

a) This Act shall fulfill it’s mandate by outlining the Emergency Powers provided to the President to enact an Emergency Contingency Plan.

2) This Bill, be it enacted by the Senate of the Union of Allied States, shall be ratified immediately upon signature by the President.

Article 3 - Emergency Contingency Powers

1) This Act shall extend the current President’s term indefinitely.

a) The current President’s term shall increase from a 60 day period to an indefinite period of time.
b) The President shall have the power to mandate the date of future elections, or suspend elections indefinitely.

2) The President shall have the power to enact law through Executive Order.

a) The President shall have the power to suspend or repeal already enacted law through Executive Order

3) The President shall have the power to invoke punishment deemed necessary by the President to nations deemed as a threat to the stability of the Union through Executive Order.

a) The President shall have the power to suspend rights granted within certain articles of the Constitution for punished nations.

4) Through Executive Order, the President shall have the power to order an indefinite recess to:

a) The Supreme Court
b) The Senate

5) The President shall have the power to suspend articles of the Constitution through Executive Order.

Senators Leria, Samboria, and Brokoania. May I present the following bill to the Senate:

U.A.7. Criminal Code of the Union of Allied States
Author: The civitas islands

I. This act shall create a code of criminal laws and procedures of the Union of Allied States.

II. Criminal Procedures:
1) The Attorney General shall act as prosecutor of all criminal cases. The Attorney General is the only nation that can charge Citizens residing in the Union of Allied States. The Prosecutor must present all the charge(s) to the Supreme Court in one post including what law or section of the Constitution is the Defendant being accused of.
2) The Supreme Court will review such charges, and if probable cause exists, will hold a plea hearing, where the defendant shall plea "Guilty" or "Not Guilty".
3) The Attorney General shall have the authority to arrange a plea deal in which the defendant pleas "guilty" to a lesser crime for a reduced sentence. A plea hearing will be followed by a Sentencing hearing, where the Supreme Court will deal punishment as prescribed by law.
4) If the defendant pleads "not guilty", the case shall go to criminal trial, where the Prosecutor will present the case and must prove beyond a reasonable doubt that the defendant committed the accused crime.
5) The defendant shall have the opportunity to present a defense to the Court.
6) If the defendant is convicted of the accused charges, a Sentencing Hearing shall commence, where the Supreme Court will deal punishment as prescribed by law.
7) All decisions from the Supreme Court are to be final.
8) The Chief Justice of the Supreme Court shall establish any court procedures not explicitly granted to the court by law.

III. Class Schedule of Crimes

1) The Following Class schedule shall be applied to all sentences:

Class 1: Permanent Ejection and Banning from the Union.

Class 2: Temporary Ejection and Banning from the Union of Allied States for a minimum of 20 days, but not to exceed 60 days; Prohibition of posting on any message board in the Union for a period of at least 90 days, but not to exceed 180 days; Revocation of voting rights for at least 90 days, but not to exceed 180 days; Prohibition of holding office for a minimum of 180 days, but not to exceed 360 days.

Class 3: Prohibition on posting on any message board in the Union for a minimum of 60 days, but not to exceed 120 days; Revocation of voting rights for a minimum of 60 days, but not to exceed 120 days; Prohibition of holding office for a minimum of 90 days, but not to exceed 180 days.

Class 4: Prohibition on posting on any message board in the Union of a minimum of 20 days, but not to exceed 60 days; Revocation of voting rights for a minimum of 30 days, but not to exceed 90 days; Prohibition of holding office for a minimum of 60 days, but not to exceed 120 days.

Class 5: Revocation of voting rights for a minimum of 30 days, but not to exceed 90 days; Prohibition of holding office for a minimum of 30 days, but not to exceed 90 days.

Class 6: Prohibition of holding office for a minimum of 30 days, but not to exceed 90 days.

IV. Criminal Attempt, Conspiracy, and Complicity

1) Criminal Attempt.
a) Any nation who takes a substantial attempt at the commission of a crime, and is not successful for any reason, commits criminal attempt.
b) Criminal attempt of a class 1 crime shall be a class 2 crime. Criminal Attempt at a class 2 crime shall be a class 3 crime. Criminal attempt at a class 3 crime shall be a class 4 crime. Criminal attempt at a class 4 crime shall be a class 5 crime. Criminal attempt at a class 5 crime shall be a class 6 crime. Criminal attempt at a class 6 crime shall be a class 6 crime.

2) Conspiracy.
a) Any nation who takes a substantial step in the planning of the commission of a crime commits conspiracy. Conspiracy of a class 1 crime shall be a class 2 crime. Conspiracy of a class 2 crime shall be a class 3 crime. Conspiracy of a class 3 crime is a class 4 crime. Conspiracy of a class 4 crime shallbe a class 5 crime. Conspiracy of a class 5 crime shall be a class 6 crime. Conspiracy of a class 6 crime shall be a class 6 crime.

3) Complicity.
a) Any nation who has knowledge of another nation who is committing, attempting to commit, or conspiring to commit, a crime of this union, and does not report the nation, is guilty of Complicity.
b) Complicity of a class 1 crime shall be a class 3 crime. Complicity of a class 2,3, or 4 crime shall be a class 4 crime. Complicity of a class 5 or 6 crime shall be a class 6 crime.

V. Crimes Against the Union.

1) Treason.
a) Any nation who willfully attempts to unlawfully usurp any member of government, or who attempts to unlawfully remove any regional officer, or who aids any enemy of the Union foreign or domestic, shall be guilty of treason.
b) Treason shall be a class 1 crime.

2) Obstruction of Government
a) Any nation who acts with the intent of prohibiting a public official from carrying out their legally authorized duties shall be guilty of Obstruction of Government.
b) Obstruction of Government shall be a class 4 crime.

3) Failing to Endorse the President.
a) Any nation who willfully fails to endorse the President of the Union shall be guilty of Failing to Endorse the President.
b) Failing to Endorse the President shall be a class 5 crime.

4) Abuse of Public Office.
a) Any government official who abuses their authority for personal gain at the expense of the Union shall be guilty of Abuse of a Public Office.
b) Abuse of a public office shall be a class 3 crime.

5) Espionage.
a) Any nation who willfully engages in acts of espionage against the Union shall be guilty of Espionage.
b) Espionage shall be a class 2 crime.

6) Bribery.
a) Any nation who attempts to bribe a government official, or any government official who accepts a bribe, shall be guilty of Bribery.
b) Bribery is a class 4 crime.

7) Forgery.
a) Any nation who falsifies any official document shall be guilty of Forgery.
b) Forgery shall be a class 4 crime.

8) Perjury.
a) Any nation who knowingly provides false information to the Supreme Court shall be guilty of Perjury.
b) Perjury shall be a class 4 crime.

VI. Crimes Against Nations.

1) Bullying.
a) Any nation who repeatedly harasses another with the intent of causing distress shall be guilty of Bullying.
b) Bullying shall be a class 2 crime.

2) Harassment.
a) Any nation who repeatedly taunts, insults, or provokes another shall be guilty of Harassment.
b) Harassment shall be a class 5 crime.

3) Slander.
a) Any nation who presents false information about another with the intent of defaming their character shall be guilty of Slander.
b) Slander shall be a class 6 crime.

4) Doxxing.
a) Any nation who attempts to reveal real life information about another shall be guilty of Doxxing.
b) Doxxing shall be a class 2 crime.

VII. Impeachment.

1) The President and Vice President may not be removed from their positions, or their duties interfered with by the Supreme Court.
2) Only the Senate has the authority to impeach the President and Vice President.
3) Should the Senate impeach the Vice President or President, the official in question shall be removed from their position, and the Attorney General may then bring official charges.

VIII. The Senate may choose to legislate further crimes at their discretion.

IX. This legislation shall take effect upon being signed into law.

a) Any nation who attempts to reveal real life information about another shall be guilty of Doxxing.
b) Doxxing shall be a class 2 crime.

I feel as Doxxing would require a harsher punishment, Instead of being Class 2 (Class 2: "Temporary Ejection and Banning from the Union of Allied States for a minimum of 20 days, but not to exceed 60 days; Prohibition of posting on any message board in the Union for a period of at least 90 days, but not to exceed 180 days; Revocation of voting rights for at least 90 days, but not to exceed 180 days; Prohibition of holding office for a minimum of 180 days, but not to exceed 360 days.")

It should instead rather be a Class 1 punishment. (Class 1: "Permanent Ejection and Banning from the Union.")

Doxxing should be dealt with immediately and with full force. This region has no room for nations who wish to do such.
But as for the rest of the proposed bill "U.A.7. Criminal Code of the Union of Allied States" Everything seems good to me.

I seem to have been misunderstood, the region as a whole should not focus on the politics of the region, and what I've seen in here is a sign as to why, slow down, rushing these things is what caused us issues in the past

Personally, I am in support of the bill submitted by the President and the changes made by the Senator for Brokania. A more centralised approach to criminal justice vested within the Attorney General seems to be the right approach for the future of the Judiciary.

A Motion in regards to the passage of law within the senate.

I'd like to present a motion to the Senate in regards to the passing of legislature amongst it's membership. In recognition of the Vice-President's preferred role in the position being less about the matters of the Senate. I motion that the President, The civitas islands, shall manage Senate proceedings rather than the Vice-President for the time being.

I shall also request that rather than voting on Legislation within the regional poll of the Senate, recognising the way in which the regional poll of the Senate has no way in being limited to only members of the Senate, I propose that the Senate passes legislation through a two-day voting period where Senators pledge their support for the final draft of legislation or pledge their opposition to the legislation in question. A Senator neither pledging their Support or Opposition shall be counted as an Abstention to the passage of the bill.

Following the voting period, the President shall sign the bill into law in accordance with a majority of support for the bill within the Senate, not counting Abstentions as either Supporting or Opposing the bill.

Can this bill be put on hold for a week of revision? go through it and see could be used by the regions saboteurs to put the region into grid lock, such a process that should become common place to make our regional laws more robust

This bill stipulates that the only nation who may formally bring charges against another nation in the Supreme Court is the Attorney General, so as long as the AG is someone respectable who won't use the Court to try to cripple the region, then the law can be utilized for its rightful purpose.

As far as Senator Brokoania's amendment to make Doxxing a class 1 crime, my only concern is, after rereading it, it is vauge. For example, simply stating "Leria is British, would be grounds for banjection.

I'm beginning to lean towards removing it from the bill entirely.

It's fair judgement - the law is incredibly vague. I think punishments should be varied on the severity of the crime. For example, Doxxing could have a varied punishment from a Class 2 to a Class 1 crime depending on the view of the Prosecutor, the case of the Defendant and the overall view of the Justice on the case. But I think Doxxing especially is a point of contention in regards to the vagueness of the law. I also think "Failing to Endorse the President" should be replaced with a "Refusal to Endorse the President" as it's a mistake easily done.

Each class of crime already has a range of punishment. Class 1 does not because its class 1. Permanent Banjection. Thats one of the reasons I don't want it used for anything but the absolute worst.

I do agree with your idea of refusal rather than failure.
