I believe most (if not all) choices that enact the socialism policy damage your economy. However, a workaround is to first enact socialism and then select options that increase industries without necessarily going back to capitalism. That's what I've done for example, and I now have a socialist country with a 'frightening' ranked economy, which is a very high evaluation.

It took a really long time for me to get an issue that implements socialism, and by that time my economy was already 99+ and it only brought me from 99.44 to 99.14. It did, however, double my employment, increase income equality, and a couple other miscellaneous things. So my guess is that if your economy is developed enough and your nation already on the far left of social democracy, it won't have too much effect.

Part of the issue here is that NS's erroneous, yet common, definition socialism is that of a planned economy under a dictatorship à la USSR in the mid- to late-1900s, as opposed to actual worker ownership of their own workplaces or any form of communal ownership.
