Moscow denounces gun attack on pro-Russian activists in Eastern Ukraine

The Russian Foreign Ministry has criticized western governments and media for turning a blind eye on alarming incidents in Ukraine, including a gun attack on a pro-Russian rally in the city of Kharkov.

According to eyewitness reports, some seven or eight masked people drove a mini-van to a Saturday rally in central Kharkov, which was demanding a regional referendum on whether it should follow Crimea’s suit and seek joining Russia.

The men armed with bats and handguns ambushed three activists, who were returning from the rally.

“They threatened to kill us. I covered my head so they hit me on the hands. We barely realized what was happening,” one of the victims told Live News tabloid.

The attackers fired several shots in the scuffle, wounding one of the pro-Russian activists in the back. The injury was not life-threatening.

The aggression is one of several incidents, which, according to the Russian foreign ministry, are overlooked in the west. It also cited the detainment and deportation of seven Russian journalists from Ukraine over alleged biased reporting.

There is also the blockade of border travel for Russians living near it, which was recently reported by the Ukrainian border guard service. The service said it banned some 3,500, including 16 journalists, from entering the country, which amounts to about 500 people each day.

“The shamefaced silence of our western partners, rights groups and foreign media is baffling,” the ministry statement said.

Russia considers the government in Kiev, which was imposed following an armed coup last month, illegitimate and heavily influenced by radical forces, which played a key part in the coup.

Several regions in Eastern Ukraine share the view, while the Autonomous Republic of Crimea is to hold a referendum this Sunday over whether it should seek greater independence from the capital, or apply to join Russia.

The Crimean authorities have denounced the self-proclaimed government in Kiev and declared that all Ukrainian law enforcement and military deployed in the peninsula must take orders from them. The Crimea authorities have asked Russia to provide assistance to ensure peace and order in the region.

Crimeans began protesting after the new Kiev authorities introduced a law abolishing the use of other languages for official purposes in Ukraine. More than half the Crimean population is Russian and uses only this language for their communication.

Under the Russian-Ukrainian Partition Treaty determining the fate of the military bases and vessels in Crimea – signed in 1997 and prolonged in 2010 - Russia is allowed to have up to 25,000 troops, 24 artillery systems (with a caliber smaller than 100 mm), 132 armored vehicles, and 22 military planes, on the peninsula’s territory. The Russian Black Sea fleet is allowed to stay in Crimea until 2042. Moscow annually writes off $97.75 million of Kiev’s debt for the right to use Ukrainian waters and radio frequencies, and to compensate for the Black Sea Fleet’s environmental impact.

Human rights violated by Ukraine’s coup-appointed govt – European NGO

The new government in Ukraine is violating human rights and oppressing national minorities, a Poland-based NGO said, adding that the actions of the Maidan leaders would be considered illegal in most EU states.

Mateush Piskorski, a Polish MP and head of the European Center for Geopolitical Analysis, said: “The dominant political forces who participated in the so-called Euromaidan” are calling “for major violations of human rights, mainly to violations of the rights of national minorities.”

Piskorski told Itar-Tass that his organization sent several groups of experts to Ukraine during the unrest.

They interviewed the protesters and gathered all sorts of materials, including leaflets distributed by the Maidan activists in the streets.

“It’s not hard to detect calls for incitement of ethnic hatred [in those materials],” the Polish MP said.

According to the data gathered by the observers, representatives of national minorities, Hungarians in particular, do not feel safe under the new authorities in Ukraine, Piskorski said.

“We also heard certain anti-Semitic slogans predominating at Maidan [in Kiev],” he added.

Piskorski said that Ukraine is engulfed in a wave of political repressions, which are aimed not only against the representatives of the Party of Regions’ ousted president, Viktor Yanukovich, “but other political parties and associations, for example, the Communists.”

“We’ve have heard a lot about cases of physical attacks on representatives of the parties, which are in opposition to the new government,” he said.

Piskorski said that the main political powers which staged the Maidan, “would’ve been labeled as neo-Nazi or neo-Fascist in any mainstream civilized European state.”

“Those are the forces, whose activities would most likely be banned in most of the EU states,” he said.

Since the ousting of President Yanukovich on February 22, Ukraine’s new rulers have many times proven that Russia’s warning to the West about the hard consequences of supporting the radicals are far from being groundless.

In one of the most outstanding incidents, presidential candidate Oleg Lyashko abducted a local pro-Russian MP in the Lugansk Oblast, with the man being handcuffed and abused.

Another hardcore nationalist currently making waves in Ukraine is Aleksandr Muzychko, who went on a rampage against the authorities in Rivno Oblast, lashing out at a local prosecutor and threatening the regional parliament with an AK-47.

On Wednesday, the Lugansk office of the Party of Regions issued a statement, demanding an end to psychological terror and political persecution of its members by the new authorities.

Those who seized the power in the country by force have “unleashed a shameless cleansing policy against all dissidents,” the statement said.

According to the Party of Regions, “armed thugs freely ride around the towns and villages, intimidating the population. The sense of impunity and support from some MPs prompts the creators of the ‘new order’ to urge the people in the southeast regions of Ukraine to humbly surrender to the winners.”

About 95% of Crimeans in referendum voted to join Russia - preliminary results

Around 95 percent of voters in the Crimean referendum have answered ‘yes’ to the autonomous republic joining Russia and less than 5 percent of the vote participants want the region to remain part of Ukraine, according to preliminary results.

With around 50 percent of the votes already counted, preliminary result show that 95.5 percent of voters said 'yes' to the reunion of the republic with Russia as a constituent unit of the Russian Federation. In Sevastopol, the number of those who voted ‘yes’ stands at 93 percent, according to the head of the Sevastopol commission, Valery Medvedev.

The preliminary results of the popular vote were announced during a meeting in the center of Sevastopol, the city that hosts Russia's Black Sea fleet.

The overall voter turnout in the referendum on the status of Crimea is 81,37%, according to the head of the Crimean parliament’s commission on the referendum, Mikhail Malyshev.

Over a half of the Tatars living in the port city took part in the referendum, with the majority of them voting in favor of joining Russia, reports Itar-Tass citing a representative of the Tatar community Lenur Usmanov.

About 40% of Crimean Tatars went to polling stations on Sunday, the republic’s prime minister Sergey Aksyonov said.

In Simferopol, the capital of the republic, at least 15,000 have gathered to celebrate the referendum in central Lenin square and people reportedly keep arriving. Demonstrators, waving Russian and Crimean flags, were watching a live concert while waiting for the announcement of preliminary results of the voting.

International observers are planning to present their final declaration on the Crimean referendum on March 17, the head of the monitors’ commission, Polish MP Mateush Piskorski told journalists. He added that the voting was held in line with international norms and standards.

Next week, Crimea will officially introduce the ruble as a second official currency along with Ukrainian hryvna, Aksyonov told Interfax. In his words, the dual currency will be in place for about six months.

Overall, the republic’s integration into Russia will take up to a year, the Prime Minister said, adding that it could be done faster. However, they want to maintain relations with “economic entities, including Ukraine,” rather than burn bridges.

Moscow is closely monitoring the vote count in Crimea, said Russia’s Deputy Foreign Minister Georgy Karasin.

“The results of the referendum will be considered once they are drawn up,” he told Itar-Tass.

The decision to hold a referendum was made after the bloody uprising in Kiev which ousted President Vladimir Yanukovich from power. Crimea - which is home to an ethnic Russian majority population - refused to recognize the coup-appointed government as legitimate. Crimeans feared that the new leadership would not represent their interests and respect rights. Crimeans were particularly unhappy over parliament's decision to revoke the law allowing using minority languages – including Russian – as official along with the Ukrainian tongue. Crimeans staged mass anti-Maidan protests and asked Russia to protect them.

Putin signs order to recognize Crimea as a sovereign independent state

President Vladimir Putin has signed an order that Russia recognizes Crimea as a sovereign and independent state. The Autonomous Republic of Crimea held a referendum on Sunday with over 96% voting for integration into Russia.

“According to the will of the peoples of the Crimea on the all-Crimean referendum held on March 16, 2014, [I order] to recognize the Republic of Crimea, in which the city of Sevastopol has a special status, as a sovereign and independent state,” the document reads.

The order comes into force immediately.

Crimea was declared an independent sovereign state, the Republic of Crimea, on Monday, the autonomous Ukrainian regional parliament's website stated.

Crimea also addressed the UN seeking recognition as a sovereign state.

"The Republic of Crimea intends to build its relations with other states on the basis of equality, peace, mutual neighborly cooperation, and other generally agreed principles of political, economic and cultural cooperation between states," the parliament said.

The Crimean parliament also unanimously voted to integrate the region into Russia.

The parliament's resolution comes after Sunday's referendum which resulted in over 96 percent of voters answering ‘yes’ to the autonomous republic joining Russia. The overall voter turnout in the referendum was 81.37%, according to the head of the Crimean parliament’s commission on the referendum, Mikhail Malyshev.

He also stressed that there were no complaints concerning the voting process. Those international observers who came to Crimea made an official statement on Monday that the vote was free and conformed to international standards.

"The documents on the referendum fully reflect international standards, including the secret ballot, open and transparent nature of the referendum, public and international observation. These acts have no discriminatory restrictions" said Mateusz Piskorski, former Polish MP who participated in the observation of the referendum. "There was freedom of speech and expression," he added.

Deputy Chairman of the Parliament of Serbia Nenad Popovic stressed that during the plebiscite, equality of rights of referendum participants was consistently provided.

"The participants of the referendum were provided the opportunity to review the wording of questions in the languages of the main ethnic communities of the Republic of Crimea", he said.

The international reaction to the Crimea’s referendum and its resolution was the implementation of sanctions. On Monday the EU and US slapped visa bans and financial restrictions against Russian and Ukrainian officials.

The White House stated that "the actions and policies" of the Russian government with respect to Ukraine "undermine democratic processes” and “threaten its peace,” sanctioning 11 officials. While the EU late on Monday introduced a list of 21 Russian and Crimean political figures that will be sanctioned for 6 months.

The decision to hold a referendum was sparked by the bloody Maidan protests that resulted in the ousting of President Viktor Yanukovich. Crimea refused to recognize the coup-imposed government. The people in the region also feared that the far-right Kiev authorities would not represent their interests. The Crimeans, the majority of which are ethnic Russians were particularly unhappy over parliament's decision to revoke the law allowing using minority languages, including Russian.

Treaty to accept Crimea, Sevastopol to Russian Federation signed

Russia and Crimea have signed treaty of accession of the Republic of Crimea and Sevastopol in the Russian Federation following President Putin’s address to the Parliament.

Russia’s President Vladimir Putin requests parliament to ratify the agreement that would see both Crimea and the city of Sevastopol joining Russia.

“I ask you to consider the adoption of two new subjects of the Federation: Republic of Crimea and Sevastopol,” Putin told Parliamentarians.

Crimea was represented by Prime Minister Sergey Aksenov and Sevastopol mayor Aleksey Chaly, who signed the treaty. The two were accompanied by Crimean top official Vladimir Konstantinov.

“Since the adoption of the Russian Federation Republic of Crimea in structure of the Russian Federation two new entities - of the Republic of Crimea and the city of Federal importance Sevastopol – have been created,” the text of the treaty reads.

The Treaty enumerates 10 articles which will come into effect after ratification.

Russia will guarantee that the people who live in Crimea and Sevastopol will be given the right to keep their native language as well as the means and conditions for learning it.

Thus, article 3 of the treaty stands that there will be three official languages in Crimea and Sevastopol: Ukrainian, Russian and the language of Crimean Tatars.

Starting from the day of accession, the people of Crimea and Sevastopol are considered as Russian citizens, according to Article 5.

As it was agreed, the transition period will be acting till January 1, 2015. During this time, both sides will resolve the issues of integration of the new subjects “in the economic, financial, credit and legal system of the Russian Federation.”Crimea has already officially introduced the ruble as a second currency along with the Ukrainian hryvna, which will remain an official currency until January 1, 2016.

National elections to the state bodies of the Republic of Crimea and Sevastopol have been slated for September 2015.

Until then the now acting Parliament of Crimea and the Council of Ministers of Crimea as well as the Legislative Assembly of the city of Sevastopol will continue their work.

The document will be sent for approval to the constitutional court, and then to ratification in the parliaments of Russia and Crimea.

Russian lawmakers will meet with a parliamentary delegation from Crimea and Sevastopol on March 19 to review strategic aspects of cooperation, including "the prospects for the political and financial establishment of the Republic of Crimea."

"A number of lawmakers will meet with our colleagues from Crimea and Sevastopol at 10:30 local time (0630 GMT)," said the speaker of the lower house of Russia's parliament, Sergey Naryshkin.

Treaty signing came after President Putin’s address to the Federal Assembly.

Putin stressed that the results of the referendum, in which more than 83 percent of Crimean residents came to polling stations and more than 96 percent of those voted for rejoining Russia, leave no room for equivocation.

The referendum on independence in Crimea was conducted in strict accordance with democratic principles and international law, he pointed out. He dismissed criticism of the Crimean referendum, citing Kosovo’s unilateral declaration of independence as an example of self-determination praised by the West.

The president recalled the history of Crimea, saying its cultural, religious and spiritual ties bind it with the peoples of Russia, Ukraine and Belarus, which explains the attitude Russians have towards the peninsula.

"There are graves of Russian soldiers on the peninsula whose courage enabled Russia to make Crimea part of the Russian Empire in 1783," Putin said. "Russians, Ukrainians and Crimean Tatars and other peoples lived side by side in Crimea preserving their originality, traditions, language and religion."

He said Crimea had dark pages in its past, particularly the persecution of Crimean Tatars and other minorities in the USSR. The authorities of Crimea seek to recompense for those ills.

"There was the period, where the Crimean Tatars experienced injustice· It is necessary to adopt political, legal measures to finalise the process of rehabilitation of the Crimean Tatars. The measures should restore their rights, their good name fully," Putin said.

One such move would be accepting the language of Crimean Tatars as an official language in Crimea on a par with Russian and Ukrainian.

Putin lashed out at former Soviet leader, Nikita Khrushchev, under whose rule Crimea was attached to Soviet Ukraine without any regard for Crimeans’ wishes and in violation of the laws of the time.

Crimean separation from Russia was reinforced again after the split of the Soviet Union, Putin said. This could be partially blamed on Moscow too, as it hailed the so-called “parade of sovereignty” of the Soviet Republics.

Russia has since respected the results of the USSR’s dissolution, including Crimea being part of Ukraine.

Russia’s position was based on the assumption that Ukraine would remain a friendly partner respecting the historic ties between the two countries. Russia continues and will continue to view these relations as very important, the president said.

Putin criticized several governments in Kiev for neglecting average Ukrainians, seeing the country as a source of profit.

He said he sympathized with Ukrainians who took to the streets of Kiev in protest against President Yanukovich, whom they saw as profoundly corrupt.

But the current authorities who replaced Yanukovich after an armed coup are to a large degree controlled by radical nationalists, Putin stated.

Those same radicals have voiced threats against Ukrainians who resist their rule, particularly those living in Crimea.

Turning a blind eye to those threats and the moves of the current authorities, which violated the rights of ethnic Russians in Ukraine, would be betrayal on the part of Russia, Putin said.
