巴沃的商贸城 - The Merchant city of Ba-Wao
Empress Fuda looms over a giant map, tapping her fingers repetitively on a rather large spot labeled, 'Hamafuta'. Empress Fuda, without the knowledge of the press, has moved closer to here enemy, Shogun Mufako of the Huyang Isles. She is currently staying in the rich merchant city of Ba-Wao, home to expensive foreign goods, and traveling ships. She peers out of a massive glass pane, spotting a boy, marching along in a simple dark blue Yukata, carrying a mail bag. Empress Fuda flies down the stairs towards the front doors, just as the boy knocks on them. She slowly opens the heavy doors, and awaits her mail.
The boy standing in front of her looks to be young, around the age of nine. His Yukata almost touches the floor, and his face is beaming with little drops of sweat. With out a word, he reaches into the bag, and pulls out a slightly crinkled scrolled up letter, stamped with the emblem of the Halao-Chi family. Fuda grabs this scroll, and drops four bronze-colored coins in his hands, which he puts into his pocket, and turns to run back down the path. Fuda watches the boy reach the gate, before closing the doors.
"Well, what is it?" questions a maid, who had been dusting off a porcelain pot.
"Something from the leader of Bismark," Fuda says, staring intensely at the paper, before returning back up the stairs to the room with the giant map on the table. She pushes a litter of notes in Huyangese, and some 'strategic' drawings off the table, un-scrolling the big letter. After reading it, she ponders for a few moments, before getting out an empty parchment paper, and a quill. She hurriedly writes down...
'Dear Wilhelm I of Preußen,
I am pleased to hear that you want to form diplomatic ties with our Militaristic Shogunate. And, as I might of announced, this is not a civil war, it is but merely a swift invasion for the means of a promotion, but I am glad nonetheless that you are willing to sacrifice your own men and women in the name of the Halao-Chi Royal Family. But I fear for many of these men, as the march to the Imperial City of Hamafuta will be long, and the roads dangerous. For instance, we will begin our drive from the farthest point of Ba-Wao, moving on the Ming-pan Road, a dirt road used by few merchants. This road will take us to the next camp, and at that point we will have to walk the rest of the way, taking a bridge over the Great Wanzi River, leading to a narrow road up the side of the mountains, and reaching the next base camp, from there we will travel across the mossy, jungle-filled Hulan Plains... and then, we will get to the city.
But besides all of that, I would be pleased to make diplomatic ties between our nations! And I await the hosting of a royal dinner at my palace, once this is all over.

After finishing her letter, she walks out of the room, slides down the stairs, and hands her scroll to the trusty Ba-Wao Messenger. She quickly says something in Huyangese, and the man runs out of the wooden doors, off to deliver Fuda's royal letter.
