A new Constitution for the Hyperborean state, called the Russkaya Pravda, has been enacted. It outlines the perpetual and eternal accession to the Cosmocracy and enshrines it into state law. It also outlines the granting to citizens of personal freedoms such as freedom of speech and freedom of expression in a limited manner, civil liberties such as freedom of movement and freedom to work and live wherever they wanted, and limited political freedoms that would allow citizens - those being Hyperborea-born humans or naturalised humans from other countries - to vote in regional elections and elect the members of the Federal-Imperial Assembly, which is legislated to be an advisory body to the leader of the country, who would be given the title of « Imperator », or Tsar. The Constitution in addition guarantees and protects the rights of all Hyperborean humans, regardless of their ethnicity, language, gender orientation, financial status, and other categories. The constitution also guarantees the Salubrian Crymenathean Church as the sole state religion, and places Hyperborean Eastern Orthodoxy, already in decline, into the category of "historic religion", culturally significant but no longer protected for actual worship. Welfare programs and state social services are also guaranteed in the new constitution, to be completely accessible and free for all citizens. In addition to this, the constitution restores the titles of nobles and their houses who prove their loyalty to the Hyperborean state and the Cosmocracy as a whole.

This reform proves quite popular, and it also paves the way for a total overhaul of Hyperborea's complicated and often archaic legal system, streamlining, striking down, and combining laws to create a comprehensive legal code that would suit the new country.

Progress continued in the Glumira Extraterrestrial Contact Center as engineers and scientists worked tirelessly for a way to send a distress signal to the rest of the galaxy to plead for assistance in fending off the looming Columbian invasion. It was hoped by the Free Nations that if there was one extraterrestrial nation out there, mathematically there must be multiple others on similar scales of advancement and power, and that potentially convincing one to vouch for their independence would be a big enough bargaining chip to get the Columbians to back off and agree to respecting Varmosan sovereignty.

It was thought that this could be done with the Pathfinder-1 probe, however it appeared to only be able to send signals to the Missourians that had originally sent the probe. Hope still remained that there was some kind of backdoor however, that perhaps it could be modified or jailbroken to be able to send out a wide ranging distress signal. One scientist theorized that perhaps jailbreaking the Pathfinder probe to compose the signal and then using a nearby radio telescope array to telegraph the signal to the galaxy would work. Getting to work, the scientists attempted to bypass the systems of the Pathfinder probe and connect it to a nearby radio telescope array.

Attempts to interface Missourian and Varmosan technology initially failed, but after examining the probe further, they were able to connect it up enough for any signal produced by the probe to be amplified and then bounced off of the radio telescope array in the general direction of the Core Systems. Using the Pathfinder probe's microphone and holographic capabilities, a scientist representing the Free Nations made his case to the galaxy.

"Hello. My name is Irkan Sheinuds. I represent a race of people called the Varmosans, on a planet that has recently come under military threat by a nation we know only as the Columbians."

The holographic displays the signal would be received at would show a display of a Varmosan, the planet of Varmosa, it's general location in the galaxy, and a photo of the Columbian fleet in orbit of the planet.

"We have been given an ultimatum to submit ourselves to Columbian rule and obey their laws and teachings. If we refuse, we risk full-scale military invasion. We are not a spacefaring peoples. We may even be primitive by your standards. We have just emerged from the bloodiest conflict our world has ever known. Millions are dead, and a dreadful weapon known as the atomic bomb now threatens to divide our people and destroy our world on top of the Columbian threat."

Pictures of the Varmosan's Great War would be shown, ending in a rudimentary recording of the atomic bomb being dropped on the Zonkrelan capital.

"It is our hope that with this message, we will have reached some other nation who is sympathetic to our cause. We have resolved to not give in to the demands of tyrants and dictators. We will fight for our right to be free, our right to rule ourselves, and our right to live. So long as even a single Varmosan remains, we shall keep up the fight. But we cannot fend them off alone. This may very well be the last dying breath of Varmosans as a free people. But we will not fade silently into the night."

And with that, the signal is set to repeat to anyone still listening.

The OPA would obviously be extremely interested in meeting these "Varmosans", as they could be exactly what they have been trying to foster with their wide-channel pirate broadcasts across the OREEP sectors, the first of many peoples to join the cause of freedom from Columbia. This broadcast also presents opportunity for the OPA, as the Columbian Congress will undoubtedly be bogged down both internally and externally with the repercussions of this broadcast which blatantly calls OREEP's morality into question, giving the OPA ample time to begin operations. Additionally, this planet is seemingly fairly low on the list of priporities, judging by the fact that the military presence was not immediately followed by an invasion, giving Inaros even more potential time.

Since it is unknown whether Columbia is monitoring this planet or not, the OPA sends one of its stealthiest ships, the Y Que, to monitor the communications of the planet to find the faction most suitable for contact, which for the OPA means most willing to fight. The OPA can't make direct contact until such a group is found, since every people has traitors, and the news of OPA involvement were to get out before sufficient preparations were made, it could cause an even harsher response from the Inyalowda tyrants. To keep this stealth, the Y Que is disguised as an asteroid, and flies with minimum power for the latter half of the voyage, hoping to look like regular space debris that got caught in the planet's gravity well while they monitor the communications coming off the planet.

Julian would walk out to the cheering crowd; in the past few days, many would have been told. Everyone knew what was happening here. Here, in this place, outside the large Raymond monument and the old Columbian Capitol Building, was where every Columbian President and Emperor had been sworn in since its construction, including Raymond himself. He would sit down on a throne, the crowds of Columbians from all over the empire cheering his name and singing "God Save the Emperor,"  the Anthem of the Columbian Monarchy. Meanwhile, Valerina, who had been assigned to crown him, would be standing in the background as every member of the Columbian Cabinet, the Supreme Chancellor, and the High Command approached the Emperor one by one and swore their allegiance to him one by one. Valerina would then walk over to her son and place the Columbian Crown on his head while he sat smugly staring at the crowd. She then declared that Julian was now 18. He, His Majesty, Emperor of All Columbia, Empress of Untenca, Queen of North America, Southeast Asia, and Oceania, Grand Protector of the New World, Head of the House of Wooloo, and Duke of Rotterdam, would now gain his full executive powers from hence forth. As this was his official crowning ceremony, the crowd would erupt into applause. Meanwhile, Margret would walk up and congratulate her brother and also swear her loyalty was expected of the temporary next heir to the throne.

God save the Emperor!

The following morning, the Emperor would walk into the throne room, followed by the Imperial High Command, who would give him a briefing on the current galactic situation, firstly the Hirziklandzers that the Emperor had heard so much about. Their resistance to Columbia had surprised the nation, including the high command. They held out for an entire week against the Colombians, managed to inflict thousands of casualties, and repealed several attempts to take the local hyperpowers' capital. uniting temporarily under one government to repeal the Columbians. While they ultimately failed in this endeavor, as even their spirit could not beat being outnumbered technologically and manpower-wise by 15 to 1, they still put up a fight, and for this, they have gained the Emperor's respect and mercy. Despite being a supposedly inferior nation to Columbia, he decided to grant them vast autonomy instead of outright annexation into Columbia.

Declaring the entire planet under the hyperpower's monarchy. A candidate had already been found by the FIB. Prinses Vicktoria was the oldest of the previous monarchs. most of whose family had been accidentally killed during a misguided artillery bombardment of the family. Now, the former Royal Family is mostly comprised of Dukes and Duchess of the Nations. but they were the most legitimate successors. Therefore, he installed them by royal decree as Kaeisern of the Konijikra Herzikland. and also went about establishing a loyal collaborator government. after running through hundreds of candidates. Katrjin Hulsman would finally pop up in this seemingly infinite list of former generals, dukes, duchesses, and members of the aristocracy. a high-ranking general, a fierce authoritarian, and an old-style conservative who had a strong drive to do whatever benefited them. and at the moment.

The Columbian Collaboration would be the best bet. They would be contacted and appointed Prime Minister. 
Next, he would be briefed on the current situation in Apollonia. The nation had been stolen by vultures, but the hegemonic allies had been gracious enough to secure portions of the Far East for the Columbians. Immediately, the Emperor would throw out all other solutions to the problem, which included annexing Apollonia as a formal part of Columbia and/or restoring the republic in favor of an alternate solution, the Margret Alternative. He proposed turning Apollonia into a kingdom, once again restoring its throne under his sister, Margret. While the Emperor had been told that this plan would likely not be popular, he would not hear anything different. and therefore Congress confirmed his plan the following morning. The Provisional Emergency Government of Apollonia would be reorganized into the Kingdom of Apollonia. a state that would declare itself the successor to the old Democratic Union. Margret would accept the crown within the week. planning to establish a social authoritarian system, although she would keep this plan to herself.

Lastly, he would be briefed on the most important issue of the week, the untecans and equestrians. The equestrians had seemingly broken their leash, but with the permission of the hegemony. However, the Untecans had committed the greatest sin in Julian's eyes. How dare they join in the pathetic feast of Apollonian land? the Columbians greatest ally? for almost a millennia! How dare Irulan step out of line like this? He was tired, and how dare she then have the gual send the regent on the eve of his coronation a threat to force him to act against the equestrians? to threaten TREASON NO LESS. No, the Columbians would send a simple demand. Either Irulan withdrew. or she would expect no help from the Columbian Military against the Equestrians and any other nation that attempted to force Untenca off terra. Meanwhile, the Columbians would deploy 1.5 million men to their Untecan Vassal, mostly stationing them outside of major cities. ready to rush. Julian, meanwhile, ordered the High Command to begin to consider war plans against the Untecan State. and preparation to implement martial law in the country.

And once again, putting a Columbian Royal Gaurd Detachment in Archos. just to send a message to Irulan that threatening independence would not be tolerated, not under any circumstances. While Congress would disagree, they would simply be overruled by the New Emperor, now fully engulfed in his new powers and authority. Meanwhile, in a shocking move, he would also announce that, due to some convincing from the Chancellor, he was forcefully delegating 10 trillion dollars more to Belter reconstruction, using his authority to audit and edit the Federal Budget. much to the announcement to the Federalist People's Party and the NPP, who protested loudly in the halls of Congress, and the Emperor would also announce coming visits to Ebott, the Hegemony, the Soviet Union, Equestria, and Mexico. stating that he mostly planned to engage in friendly diplomatic talks with their leaders. and in Mexico's case, just to tour the country, considering he had never been. 

Meanwhile, the OREEP was going ahead at full speed. The corporations were beginning to gain a foothold; meanwhile, many local corporations would attempt to join up with the Belter Economic Association they had been invited to. However, they were already struggling; many of the occupied worlds now had worthless currencies. something corporations were quickly beginning to exploit with their rapid establishment. so it's likely that this would be a costly investment for the Belters. Meanwhile, several planets would be transferred to the Belt by the Congressional Commission. border worlds that were high in natural resource content. and would begin preparing to sell the land on these worlds for development. 

KDY and Stellar Mining Co. are already lined up to be the first buyers. Stability has mostly returned as the Columbian Military Mobilization has mostly offset the overextension issue. Despite the mobilization, chaos and violence were still prevalent. as for the worlds currently being settled. They still had a good four years to go until their crews and colonists were ready to conquer their planets for Columbia. However, a new threat was arising. A virus had been discovered in the new OREEP territories that was slowly spreading. The news was suppressed, but the Columbian Special Biological Research Division of the OSS would be deployed to gain samples of the virus to begin working on a cure. 

Julian would also appoint a New Royal Gaurd Captian, as was tradition. still mad at Irulan and remembering Benji, the Soilder who raised Columbia's flag above the Archos Place and had proven himself a Columbian Patriot and a Capable Commander during his time in the Columbian Military. He would be appointed Commander of the Palace Gaurd of the Royal Gaurd Division. And lastly, the Columbians would severe all ties with Hyperborea upon learning of their accession to the Cosmocracy. and would also contact the Soviets separately to negotiate a military alliance against the Hyperboreans and Cosmocracy if they were to move on to the former Apollonia. And with all that, Columbia moves on, preparing to face...

The New Galactic Order of Things

Drummer knew she should be paying more attention to the newly crowned Emperor Julian. WIth his age, he would be emperor for a long time, and she would need to get a profile on him to see where he would lead the nation, and how she could best use his inclinations for the good of The Belt, but even as she was kneeling before him in the ceremonial swearing of loyalty, her mind was on other matters. The problem was, of course, that there was so much going on in the present, that Drummer simply did not have time to construct a profile on him, and now the Emperor was putting even more duties upon her. Not only did she have to keep The Belt from collapsing with the nigh-panic caused by OREEP, while still fighting its legality, while also vitally needing to correct whatever hole in her process allowed her recent letter's mysterious sender to discover some amount of information, though exactly how much was unknown, about her treasonous operations, while also trying to balance OPA and government support to not be seen as a spineless collaborator or a violent terrorist, the fact that Irulan, proving now just as much as ever to be a loose cannon knows about her operations, and a litany of other, comparatively menial decisions that would doubtless have major repurcussions in a few decades, but now there was also the resumption of Belter aid, the fact that the aid was coming from a power which could also be used to audit the budget, which could reveal her operations, and the handover of OREEP planets to The Belt and what that means for Drummer's protests against it.

Firstly, she would begin by opposing the KDY and Stellar Mining Co. purchases of resource rights on the new Belter planets. The Belt had never offered to begin selling the land, and the decision was solely made by the Congressional Commission. She knew, however, that these things cannot be stopped, so she fought on the issue that she could make actual progress on. She would allow the megacorps to continue owning the land they bought, however, the money that they used to buy it would not go to the general government, but to a Belter program established to fund governmental development for these new planets. This will, hopefully, allow Belters to compete with these corporations on the Belter planets, and maybe even make the corporations delay themselves for a short time to consider whether it was worth fighting this, or simply going along with this while BESO aligned corporations begin snatching up land with just as much vigor. This doesn't, however, help Drummer's arguments against OREEP, and she cannot afford to look like a hypocrite. To avoid this, she temporarily refunds all purchases of land or resource rights on inhabited worlds, citing that protocols must be clarified on whether Belter land and labor rights are extended to these new peoples while ensuring that such protocol clarifications will take long enough to temporarily put the problem aside. From there, she creates a committee to draft a plan to peacefully integrate these inhabited worlds into The Belt, and Columbia as a whole. In doing so, she tries to use the transfer of OREEP planets to strengthen, instead of weaken her position, by trying to present an alternative to the military conquests, which the Hirziklandzers have so tenaciously resisted, pointing it out as another structural flaw of the OREEP system, designed to put time until resource exploitation above morality. Additionally, two of the uninhabited, but near-habitable planets have also been set aside for long term Belter settlement. These low-gravity planets, though not particularly resource rich, are mainly a symbolic gesture for The Belt's future, against the narrative of imminent collapse as a result of OREEP's potential to economically outcompete The Belt. Much of the new aid package is directed towards this project, which is expected to not be contested by the government, since if Belter participation in OREEP can be further facilitated, Drummer's ability to resist it can be weakened.

Meanwhile, BESO would need to come up with a solution to the problem of the devaluation of local currencies. Ironically, the best idea would come from the corporations themselves, though not from the corporations of today, however, but from the corporate tactics in the early days of The Belt. Much like the wild west, each Belter outpost used to have its own currency, so the corporations, attempting to further exploit Belters, introduced corporate scrip as a throwback to the mining towns of the gilded age. For quite some time, it was exactly as exploitative as you would expect, but it did provide a common exchange rate for The Belt, and during the first period of reform, that exchange rate became the basis for the Belter currency that remains today. This system could be adapted to interlink all the planets with BESO presence, interlinking their currencies to form a strong backbone, and all that would need to be changed to remove the exploitative nature of the system that the megacorps used would simply be giving fair exchange rates. BESO would put this into effect, and begin setting up currency exchanges, where the worth of one currency would not just be backed up by BESO, but all the other currencies that go into the system.

Additionally, BESO would see even more success in the inhabited planets now owned by The Belt, as it does not technically perform any of its own corporate actions, instead simply helping network existing corporations, it can begin incorporating local businesses into its network while the Inner megacorps are still blocked. Delaying the megacorps to get the first toehold was what had kept BESO alive, and the strategy has not shown any signs of not working thus far, though Dawes knows that in a situation like this, one cannot afford predictability. Maybe with this position, Dawes could begin making less defensive plays, and focus on cementing BESO not just in The Belt, but in all of the OREEP sectors.

Arriving at the planet of Varmosa, it would appear that all of the information in the distress signal was correct. The Columbian fleet could still be seen orbiting the planet, the dominant species was a race of sentient bipedal insectoids, and they had emerged from the most destructive war their planet had ever seen only a few years prior.

The faction most willing to fight would appear to be the People's Union, an alliance of states that followed an ideology eerily similar to old Earth communism, though in reality it was a hegemony of vassalized satellite states ruled by the Umaqi. They were heavily militarized to the point of effectively handicapping their economy, and vowed to fight off a potential Columbian invasion with all of their might if such an event were to occur. The more he hears about the Free Nations, the less Marco Inaros thinks of them. They claim to stand for liberty, yet retain the monarchies that oppress and subjugate with no justification other than concepts outdated since the dark ages, refuse to commit fully to their own defense, and though they claimed to want to fight to the last, their leaders are open to negotiation. Clearly, the broadcast should have been translated as "fight to the last non-politician". The leaders of the Free Nations are willing to sell their own people out to the people who will invade and oppress them, and Marco Inaros detests traitors. When Inaros looks at the Free Nations, he sees a spitting image of the Inyalowda as they once were, so he cannot trust that even if they do help each other, one oppressor will not simply be swapped for another.

When he looks at the People's Union, he likes what he sees far better. Economic health does not matter to an enslaved nation, so the excess of militarism does not bother him. If anything, it makes him view the People's Union more positively. Unlike the Free Nations, they have recognized that they cannot continue playing by the same rules as before, that drastic action must be taken because the factors that made it unjustified before do not matter. This is a battle for survival, and Inaros will favor the side that recognizes that. As such, Inaros sends a transmission directly to the Secretariat, saying the following:

"Greetings. I am Marco Inaros, leader of the Outer Planets Alliance, a group of freedom fighters against the Columbian boot approaching your neck. I come from an area call The Belt, which Columbia has raped, and plundered relentlessly. There have been countless genocides and massacres of my people for the sake of their imperialist mode of capitalist exploitation. Judging by your military, I would surmise that you are scared. You are right to be. The Columbians will not show mercy or restraint. If you are lucky, their megacorporations will enslave the people left alive after their conquest through economic hegemony. If you are not lucky, they will strip mine the core of your planet, and everyone remaining on this planet will be dead within a week due to cosmic radiation. Some will survive, even then, put in concentration camps masquerading as stations looking down at your dead planet, forced to extract what they can from its corpse for enough money for maybe half of the survivors to not starve. With your technology, it is unlikely you will be able to hold them back. I offer an alternative. We will give you what you need to defend your planet, and once every Columbian who would dare try to take it is dead, we will simply leave. Your planet shall remain your own, for we have our own home to take care of. I only offer this because the more Columbian dogs you kill, the less we need to for our freedom. We have a small crate of weapons that we are prepared to deliver to you as a demonstration of good faith. All that I ask in return is the assurance of your absolute commitment to self defense. With what the Columbians will do to you, you must fight to the very last."
