Imperial Edict for the Establishment of the Office of the Grand Minister and His Accompanying Ministers

I, Cognat I, do hereby exercise my powers as Sovereign of the Ragerian Imperium to declare that the following laws shall go into immediate effect:

Part I - Grand Minister

Section 1 - Appointment and Term of the Grand Minister

1. The Grand Minister shall be appointed by the Emperor.

2. The Grand Minister serves until their retirement or removal by the Emperor.
   

Section 2 - Powers, Duties, and Responsibilities of the Grand Minister

1. The Grand Minister serves as the Chief Advisor to the Emperor.

2. The Grand Minister serves as the Speaker of the Imperial Council, responsible for organising Council meetings and delivering their collective opinion to the Emperor.

3. The Grand Minsiter may appoint new Imperial Councillors and create new Council positions and their subordinate ministries, subject to approval by the Emperor.
   

Part II - Imperial Council

1. The Imperial Council shall serve as the main advisory to the Emperor.

Section 1 - Imperial Councillors

1. The Imperial Council shall be made up of councillors appointed by the Grand Minister to advise on a certain topic.

2. Imperial Councillors may be removed at anytime by the Grand Minister, subject to the approval of the Emperor.

3. Imperial Councillors are each in charge of an executive department which handles a specified function.
