The Rickstitution
PreambleWe the Ricks of the Citadel of Ricks, in order to form a perfect Ricktopia, insure Rick domestic supremacy, to subvert sub-galactic dictators and the entire intergalactic government, promote the general welfare of Morty, and secure the genius of Rick for ourselves and our posterity, do ordain and establish this Rickstitution for the Citadel of Ricks.
Article I: Council of Ricks (Current Council)
The Council of Ricks shall be the ruling body of the Citadel of Ricks. In charge of Legislative, Judicial, and Executive.
Section One: Ricks of the Council
I. The Council of Ricks shall be made up of the Schwiftiest Ricks of the Citadel, there is no limit to Council seats.
II. Ricks can be added to the council in a number of ways outlined in this document.
III. The founder of the Citadel shall retain a permanent seat as The Rick.
IV. The Council of Ricks shall be lead by the President of the Citadel.
V. World Assembly (WA) Nations of the Citadel of Ricks may claim a seat on the council after three months consecutive WA membership within the region.
VI. All Ricks of the Council are encouraged to have a Morty.
VII. The eleven most senior Ricks of the Council and the President of the Council have the right to be a regional officer with regional powers associated to their position.
Section Two: To be a Rick
I. Each member of the Council will have an area of focus and a tittle to reflect their role.
II. The Rick and President of the Citadel may create any number of available seats on the Council outlining a potential area of focus, position requirements, and related tittle for residents of the Citadel to apply for or be appointed to.
III. Created seats will continue to be developed by the creator and seat holder. After holding a created seat for two months the creator may no longer alter the position.
IV. A Separate factbook will be maintained by The Rick or a chosen Council member that outlines all current members of the Council of Ricks, their position, and all open positions.
V. Resident of the Citadel may apply for open positions on the Council, and be approved by a vote by the sitting Council of Ricks with 60% or more voting in favor.
VI. Ricks who have been a member of the Council for three or more months may change their area of focus and tittle at any point they wish.
VII. Ricks may be removed from the Council of Ricks by a Council vote with 65% or more voting in favor to remove, and in a 3-7 day voting period. This can be done for failing to perform position duties, going inactive, or criminal activities. Ricks that cease to exist are removed by default.
Section Three: The Rick
I. The Rick acts as guardian of the Citadel and defender of the Rickstitution.
II. The Rick severs as second in charge of the Council of Ricks, or as Head of the Council whenever a President isn’t in office.
III. The Rick will maintain the Citadel’s legal documents including the Rickstitution, Council of Ricks factbook, and Rick Laws. The Rick may delegate maintaining some of the documents to other Ricks of the Council. A Rick Law may outline who maintains other Citadel documents.
IV. The Rick may appoint Ricks to the Council of Ricks whenever the Council has less than 7 Ricks.
V. The Rick may choose a successor in the event they retire or are no longer around for any reason.
VI. In the event a successor is not chosen, the most senior existing former President of the Citadel has the right to claim the seat, going down the line of seniority till accepted. If no former Presidents accepts or exist, a Rick Law will need to be passed. Impeached Presidents do not qualify.
Article II. Legislation and Rick Law
Section One: Rick Law
I. The Council of Ricks may pass a Rick Law by a Council vote with 65% or more voting in favor, and in a 3-5 day voting period.
II. Whenever the Council of Ricks’ vote for any reason, only yes, no, or declared abstaining votes will count towards the total percentage needed to pass, non voting or inactive Ricks will not count.
III. A Rick Law can cover anything, and stand along side the Rickstitution as the governing documents of the Citadel of Ricks.
IV. A Rick Law can create additional positions on the Council.
V. A Rick Law voted down must wait one week before being able to go to vote again, a revised version must wait 3 days.
Section Two: Alliances and Mergers
I. Alliances and treaties can be arranged by Ricks of the Council and approved with a Council vote with 70% or more voting in favor, and in a 4-7 day voting period.
II. Mergers can be arranged with other Rick and Morty regions only by the President of the Council or The Rick and approved with a Council vote with 60% or more voting in favor, and in a 3-5 day voting period.
III. Merging region’s Ricks may arrange deals to obtain seats on the Council of Ricks.
Section Three: Amendments
I. Amendments to the Rickstitution can be made by a Council vote with 70% or more voting in favor, and in a 5-10 day voting period.
II. Amendments can be vetoed by the President of the Citadel or The Rick.
III. Veto’s by the President of the Citadel can be overridden with 90% voting in favor.
IV. Veto’s by The Rick can be overridden with 80% voting in favor.
V. Alterations to the Rickstitution can be made by The Rick to fix grammar or spelling errors, and to update an imagine.
Article III: President of the Citadel
Section One: Election Process
I. The President of the Citadel shall be elected every three months or when needed.
II. The Election shall be run by The Rick and The Council of Ricks.
III. Anyone may run to become President of the Council, including non council members.
IV. Only members of the Council of Ricks and the following groups may vote in the election; WA Rick and Morty themed nations who’ve been within the region for a week prior to the nomination period, WA nations within the region two weeks prior to nominations, and/or nations with approval from The Rick to vote.
V. There will be a 3 to 7 day nomination period, Ricks may self nominate.
VI. Followed by a 4 to 10 day Campaigning Period.
VII. Ending with a 7 to 14 day Voting Period.
Section Two: Responsibilities
I. President of the Citadel shall serve as a member and head of the Council of Ricks.
II. President of the Citadel shall work along side The Rick for the betterment of the Citadel of Ricks.
III. President of the Citadel shall lead and expand the Citadel of Ricks.
Section Three: Authorities
I. President of the Citadel may appoint up to three Ricks to the Council during their term.
II. President of the Citadel may appoint additional Ricks to the Council of Ricks whenever the Council has less than 6 Ricks.
III. President of the Citadel shall retain a seat on the Council after their term with an area of focus of their choosing.
Section Four: World Assembly Delegate
I. President of the Citadel has the right to become the regional World Assembly Delegate.
II. President of the Citadel has the right to appoint a WA Delegate in their place.
III. WA Delegates of the Citadel of Ricks have the right to vote on WA matters however they choose, but are encouraged to hear out other Ricks on the Council.
Section Five: Impeachment
I. A Rick of the Council may put forth a motion to impeach, the motion must be seconded by another member of the Council of Ricks to proceed.
II. Once the motion to impeach is seconded, a discussion period of 3-7 days will be had, or a trial if criminal charges are also being brought forth.
III. After the discussion period the Council of Ricks will hold a vote to impeach requiring 80% voting in favor to impeach the President in a 5-10 day voting period.
IV. If a trial was held the motion to impeach will be included in the vote to determine punishment and must be reach with 80% or more voting to impeach.
Article IV: Rick Justice served Squanchy
Section One: Rick Rights
I. Ricks of the Council have the right to free speech.
II. Residents of the Citadel have the right to get Schwifty.
III. Residents of the Citadel have the right to the protection of personal data concerning them.
IV. Ricks of the Council have the right to a speedy and public trial, which includes the right to; provide evidence, defend themselves, or hire an attorney for the trial.
V. Ricks of the Council have the right to bring up criminal charges against any nation or region.
Section Two: Judges
I. The Council of Ricks will determine the fate of anyone or region found in violation of a crime against the Citadel or fellow Rick.
II. The Rick will serve as Head Judge and oversee any trials, unless otherwise outlined in a Rick Law.
III. The Rick may appoint a Rick of the Council to serve as Judge for an individual trial.
Section Three: Trials
I. The Judge overseeing a trial will outline the procedures for the individual trial, unless otherwise outlined in a Rick Law.
II. The Trial will include a vote by the Council of Ricks to determine guilt and a second vote to determine punishment if necessary.
III. The accused may plead guilty or not guilty, if a plea of guilty is given the vote to determine guilt is bypassed.
IV. The vote to determine guilt must be reach with a 65% or more voting guilty, and in a 4-7 day voting period.
V. The vote to determine punishment must be reach with a 65% or more voting on said punishment, and in a 3-7 day voting period.
Section Four: Criminal Acts
I. A Rick of the Council can press charges for any number of criminal acts including, but not limited to the following outline in this section or a Rick Law.
II. It is illegal to hold multiple seats on the Council of Ricks.
III. It is illegal to spy on the Citadel for foreign entities or other forms of espionage.
IV. Acts of aggression against the Citadel or a fellow Rick can be considered a criminal act.
V. Slander of the Citadel or a fellow Rick can be considered a criminal act.
VI. It is illegal to violate the Rickstitution, or break a Rick Law.
