An invasion of this land by the joint military forces of all congress members should be enough to seize the land from any pirates and criminals who may currently be occupying the land.

I propose that we begin the creation of a Regional Armed Forces, where every nation sacrifices 10% of their military to be unified into one grand army, as to represent our congress. As it stands, there is no way to punish a dissenting region, and our laws can be easily ignored. Is a law really a law when there's nobody there to enforce it? As it stands, all of our bills are almost completely void, and without a unified army, we'll be nothing more than the laughing stock of the globe.

In accordance with Bill 1-U, funding is now reduced to 5% of every nation's defense budget.

According to the terms of this, with all space-faring countries in Ustaynga, none will be able to claim sole sovereignty over the planet's lunar satellite, and the moon will be turned into a demilitarized zone. All military lunar operations, present and foreseeable future, must cease and desist. However, scientific operations can continue.

I propose that we host regional gladiator fights, pitting the finest warriors of each nation against each other. Smaller coliseums will be built in willing nations in order to hold preliminaries, and the grand coliseum where the grand championship will be held will be in Deathkilltopia. Each nation will have to pay for their own gladiators and whatnot, and coliseums will be partially funded by a sum of tax set aside by each participating nation. Revenue from the fights will be split evenly, and the nation that wins the grand championship will receive a large reward.

After coming to a compromise with President Dupont, we have drafted a proposal that will shed the dead weight of our inactive leaders, while maintaining our power on an international scale. Every week, the Minister of Internal Affairs will scan over the activity logs of every nation in North Ustaynga that is a member of our Regional Congress. Leaders that have been inactive for one week or more will be contacted immediately. If they do not message back within three days of being contacted, they will be issued a final warning, before being completely removed from Regional Congress 24 hours later. Leaders that are removed under the context of this proposal may contact the Minister of Internal Affairs with an explanation for their absence and lack of contact. The leader may then be reinstated to Regional Congress if their explanation is deemed suitable. This rule will be rendered void if the leader contacts the Minister of Internal Affairs with their estimated time of absence beforehand.

This Space Station would be funded with a 5% of each participating nation's education budget. It would not be used for any military purposes, although RAF guardsmen would keep the peace onboard.

If agreed, the Lead Ambassador will then send out an official telegram to our Minister of Internal Affairs and the receiving region. This telegram would request an embassy, and a representative of their region to join us here.

I would like to propose, in the spirit of change, and originally suggested by President Sebastian, the creation of a new regional congress building in a city of one of the member regions. After, and if this bill is passed, we would all discuss about which nation would host this building on their land. Only nations that volunteer would be considered for the new building, unless nobody volunteers in which case we will need to discuss a solution. The nation that is chosen for the honour would pay for the construction and maintenance of the new congress building, and it would be in one of their cities. As well, the city that is chosen will have the conventions of the Regional Congress held there.

While §3.2.3 states that the Royal Family may appear publicly as political figureheads, they shall also be stripped off their powers entirely, which is apparent to not be the case here. It is obvious to King Hakon I that Memberry II has television programmers at his disposal which were supposed to enter Firnea's television broadcast stations to spread Blepian propaganda on a regionwide basis. King Hakon I considers this to be an attempted political act, which essentially means that Memberry II must have powers to act politically, hence violating §3.2.3 of the Treaty of Blepia.

While the Outer Space Treaty shall remain active, with all its space programs, be it the region-wide funded North Ustayngan Space Program, or any other space colonies etc., remaining to exist purely for scientific purposes, nations shall be allowed to set up defensive weaponry in order to defend themselves from any threat bringing the respective space colony into jeopardy. Following recent events, it can be assumed that civilizations do exist in outer space, and they could possibly pose a threat, such as mere asteroids approaching space colony bases. To fend these off - attackers just as celestial bodies - defensive weaponry shall be legalized, NOT to commence an attack by itself. Failure to comply with the "no attack" clause shall result in the respective space colony being demilitarized immediately, and their owners expropriated from it.

Additionally, the moon and any other celestial bodies inside our solar system shall not become subject to national appropriation by claim of sovereignty, and a nation (or alliance of nations) shall be bound to the limit of one claimed planet each. Also, weaponry used to defend the claimed territory shall be restricted to have its maximum power be of enough force to merely destroy an upcoming asteroid of five miles in diameter, and its reach shall be limited to be able to destroy oncoming objects in immediate vicinity to the respective colony to prevent defensive weaponry of jeapordizing Planet Earth in any way.

This would ensure newcomers are not preyed upon by more powerful nations, while also ensuring they are still responsible if they try and make war. As well, formal war needs to first be declared before beginning to attack another nation, with the RAF protecting the attacked nation from a surprise attack if there is no prior declaration of war. Immediately after war is declared, a negotiator is to be called in to try find a peaceful resolution to the conflict at hand before combat actually occurs.

The Grand Duchy of Iavania proposes the foundation of the Hermes Corps.
The Hermes Corps will be and internationally funded Medical Task for to provide aid, relief and medical attention in warzones and places of natural disaster. The Hermes Corps will give tratment to all wounded, regardless of nationality or stance in the conflict. It will prioritize civilians. Should the foundation of the Hermes Corps pass, it will be in agreement that:
I) The Hermes Corps are a neutral force, and as such, are not to be attacked, captured, sieged, or otherwise confronted in the field of war.
II) All of those under the care of the Hermes Corps should be given Safe Haven, and not be targeted during their stay in medical services.
III) Nations must not abuse Safe Haven laws and use them in any way or manner to direct war operations while under care of the Hermes Corps.
IV) Impersonating medical officials of the Corps, using its equipment for unlawful purposes or otherwise using the name of the Hermes Corpse to commit acts of war will fall under perfidy, and be punished accordingly
V) Nations must allow safe access to the Hermes Corps into warzones in order to remove no combatants. Nations areallowed to supervise this actions as to avoid suspiscion of perfidy
VI) Nations will allow bases of th Hermes Corps to operate in their territories, and this bases shall be regarded as neutral, and not be targeted in the event of war.
Should this bill pass, Iavania will provide the first unit of the corpse, and open debate as for its Headqarters

The leader of the expedition could be voted for by the congress. When a ruin is located, it will be declared a demilitarized zone within five miles, in order to avoid damaging the history. The ruin will then be excavated and studied in order to know more of the history of North Ustaynga.

This proposal would effectively take any animals deemed as endangered, by vote or otherwise, be transported back to whatever their current, most natural habitat may be.

Actively attempting to provoke Khesula, along with several other crimes, such as the fact that they THREATENED KHESULA with nukes, that were apparently aimed at their nation. A threat against a sovereign nation. Such as, Khesula hereby puts in a bill to gather RAF support, for an invasion of Omnum, to free the people from the oppressive regime that is the “Uncle Sam”. Who makes his own people disappear. Simply for disagreeing, or being politically incorrect. Such as, I reaffirm the point that the RAF must take military action.
