Articles on the Organization of the Imperial Government of Ulutor(1957)

Article I

The Ulutorian government contains numerous parties which the people vote for to represent them in Parliament. Ulutor conducts a popular vote for all political parties, tallies up the votes, and then gives each party a certain number of representatives to seat in Parliament. Elections are every 5 years, election cycles will start 2 months prior to the national election, that date will also be the last day to be confirmed as a voter for the national election. There are 100 members of Parliament, so there is 1 member for each 1% of the voting population. However, after the 1st round of Elections, there is a second round. Each voter selects the members of each party they want in office. So if 1 party gets 20 seats, the voter picks 20 members of that party to be in Parliament. The Voter can only vote for members of the party they voted for in the 1st round.

Article II

The Prime Minister is elected by the Parliament members. First, every party picks one member from their party to run, then a total vote for all the candidates is taken, the top 2 members are then voted on. The winner becomes Prime minister. If there is a tie between votes, the Emperor will have the final say.

Article III

When elected the Prime Minister gets to choose what bills get to be voted on, however, if 20 or more members sign a petition, a bill can be pushed onto the floor. If a bill receives over 60% of the vote in Parliament it is then moved to the Imperial Court to determine if it creates a contradiction to the Declaration of Rights of Imperial Citizens. If it does the bill is scrapped unless 70 members of the Parliament vote otherwise. If the Imperial Court votes by a simple majority to approve the bill, it moves on.
Once the bill has passed it goes to be approved by the sovereign or The Emperor/Empress. If the Bill is approved by the Sovereign, it is put into effect in 2 weeks to 1 month's time. However, if it fails the bill is not passed by the sovereign, it can only be passed then if 70% of Parliament and 4/5 of the court vote so.

Article IV

If a bill fails 3 times, then its next vote is postponed until after at least 1 full year's time. Then the process can be restarted if 35 members of Parliament vote it to the floor, or if the Prime Minister selects it to be voted on.

Article V

Amendments to the Constitution go through the same process, except the Parliament needs to have 3/4's vote to amend the Declaration of Rights of Imperial Citizens.

Article VI

Now for the powers of the Sovereign. The Sovereign is the Marshall and the Supreme Commander of all of Ulutor's military, Air, Sea, Land, and Secret. They can freely declare a state of war and can sponsor a bill to be put on the Parliament's floor.
The Sovereign also has a number of advisors that help based on issues. Representatives from other countries interact with the Sovereign and Domestic Minister, while the Minister of Foreign Relations handles Ambassadors of Ulutor to other nations. The Sovereign retains the right to create new ministries to aid in governing and regulating the nation and its facets. It is then Parliament's duty to acquire funds to pay for these ministries. A Ministry may only be dissolved with the 2/3's vote of Parliament.
It is the Sovereign's duty to oversee meetings of Parliament as the head of Parliament. However, the Emperor shall cast no vote in Parliament at any time.
The Sovereign chooses his/her successor from their family, if they fail to do so, their firstborn will succeed them on the throne. In the event that the Sovereign is out of commission or has no chosen Aire to the throne, the firstborn attains the throne for the time being if the ruling Sovereign is incapacitated or deceased. If the Sovereign has no direct Aires, one of their siblings is chosen. If there are no siblings or relatives, then the Prime minister would become the Sovereign.

Article VII Amended 2065

A mandatory retirement age established for Sovereign's is 75 years of age. Then the laws of succession determine who succeeds the Sovereign.

Article VIII

The Imperial Parliament of Ulutor is hereby given the power the power to regulate intranational and international commerce, create and eliminate taxes, fund infrastructure projects and designate the areas in which they will built, and to create other laws it deems necessary to governing Ulutor.

Article IX

Parliament is not allowed to make laws restricting the powers of the Sovereign. The Prime Minister must submit a motion to the Sovereign, which can be accepted, or if denied, the Cabinet needs a 90% vote on the propasal to enforce it.

Article X Amended 2080

If a citizen wishes to vote in a national election, they must register using a government-administered identification. The 1st day to register will be 100 days before the start of the election cycle, and the last shall be 2 months prior or the same day as the election cycle begins.
