The Covenant of the Wolves

Preamble

Whereas:  The Realm of The Wolf Clan is founded as a Region of and for the Players of NationStates, and has asserted itself as a free, sovereign region, and

Whereas: the nations of The Realm of The Wolf Clan, thus assembled, have recognized the absolute necessity of sound governance in preserving said sovereignty in the face of threats, both foreign and domestic, and

Whereas: the nations of The Realm of The Wolf Clan, thus assembled, wish to affirm their responsibility to each other, and the Region, as individuals under a common bond of trust, and their identity as Pack members, and

Whereas: the nations of the Realm of The Wolf Clan, thus assembled, wish to ratify permanently their shared values of freedom, integrity and diversity, and shared belief in the Common Good of the Pack, therefore,

Be it enacted:  In the name of Alpha Wolf, Pack Leader, Protector of the Realm, Founder and Ruler Eternal of the Region, that the just government of The Realm of The Wolf Clan be organized according to the provisions outlined in this document.

TITLE I. The Protector of the Realm

1.  The Head of State of Realm of The Wolf Clan shall be the Protector of the Realm, Alpha Wolf, or his lawfully appointed successors.

  1. The Protector of the Realm must at all times select a citizen of Realm of The Wolf Clan to serve as the Beta Wolf/Mother Wolf of the Realm, to serve at the Protector’s pleasure.

  2. The Beta Wolf/Mother Wolf shall temporarily assume the role of the Protector should the Protector be found absent for a period of forty-eight hours, and shall ascend to the position of Protector of the Realm should the protector formally resign, take leave of the region, or is inactive for a period of one month.

  3. Should the Beta Wolf/Mother Wolf assume the role of Protector of the Realm, the former Protector shall be honored with the title of Protector Emeritus/Emerita.

  4. The Beta Wolf/Mother Wolf must be at all times granted the power and authority to successfully carry out the duties of The Protector of the Realm should the circumstances so require.

  5. The position of the Beta Wolf/Mother Wolf shall not exclude the holding of other governmental positions.

2.  The Protector of the Realm must grant His/Her assent to all Acts passed by The Council of Wolves of The Realm of The Wolf Clan in order for said Acts to become law and  effective.

  1. If an Act is declared to be "Urgent" in a formal statement by the Howling Wolf, to be co-signed by the Beta Wolf/Mother Wolf, the Protector of the Realm must either accept or reject the Act within twenty-four hours of its approval by The Council of Wolves.

  2. If the Protector of the Realm fails to do so, the Beta Wolf/Mother Wolf may approve or reject the Act in His/Her name. If neither the Protector of the Realm nor the Beta Wolf/Mother Wolf have approved or rejected the Act within forty-eight hours, it shall not require Imperial Assent to become effective.

3.  The Protector of the Realm alone shall have the power of forcible ejection over the nations of the The Realm of The Wolf Clan, to be exercised by and with the consent of The Council of Wolves and within the bounds of Imperial Law.

4.  The Protector of the Realm shall reserve the right to create His/Her private council of advisers to be styled the Privy Council, and shall reserve the right to bestow membership in said body as He/She may see fit and proper.  The Regent(s) Emeritus/Emerita, Beta Wolf/Mother Wolf, and the Peers of the realm shall be members of this body.

  1. The Protector of the Realm shall define the role of the individuals within the Privy Council, as long as these roles do not interfere with the rights of government by the people, and government function as outlined in this Covenant.

5.  The Protector of the Realm shall reserve the right to create a government of ministers to be styled the Honour Council, and shall reserve the right to bestow membership in said body and the title of "Lord" or "Lady" upon citizens of The Realm of The Wolf Can as He/She sees fit.

  1. The Honour Council shall include the The Protector of the Realm, the Beta Wolf/Mother Wolf and associated ministers as defined by this Covenant.

  2. Should the The Protector of the Realm see fit to dissolve the Honor Council thus created, the title of Lord or Lady shall be removed from those members once honored as such.

  3. The Protector of the Realm will immediately appoint a new Honor Council to ensure continued executive function.

6.  The Protector of the Realm shall have the right and power to create Imperial Decrees.

  1. Imperial Decrees, once created, shall become a law of the realm.

  2. At no time can an Imperial Decree infringe on the rights stipulated in this Charter.

  3. An Imperial Decree may only be brought to The Council of Wolves for repeal by the Beta Wolf/Mother Wolf.

  4. Repeals must be supported by a two-thirds super majority. Upon repeal, the Imperial Decree is considered stricken and no longer the law of the realm.

Title II. The Government

1.  Be it enacted that all citizen nations, shall hold legislative power in a body henceforth to be called "The Council of Wolves".

2.  Be it enacted that the High Court of The Wolf Clan is to uphold the law and pass judgment on breaches of the laws of the realm.

3.  Be it enacted that the "Protectors Ministers" represent the executive branch of the government of The Respected Realms.

4.   The Council of Wolves.

  1. All Citizens are permitted to review, write, or rewrite legislation for the region.

  2. The purpose of The Council of Wolves is to discuss and debate bills or changes, before motioning for a vote of which a 51% majority approval is required to pass legislation in The Council of Wolves.

  3. The organization and moderation of The Council of Wolves will fall upon the Howling Wolf of The Council of Wolves.

5.  The Howling Wolf, the head of The Council of Wolves, will be elected and serve a term of three months.

  1. The Howling Wolf holds the power to create ballot at the request of The Council of Wolves and the Protector of the Realm. In addition, the Howling Wolf also holds the power to reprimand member nations for unruly and disruptive behavior.

  2. Upon approval of legislation via ballot, the Howling Wolf will present the legislation to the Protector of the Realm and the Beta Wolf/Mother Wolf for their assent.  Once signed, the legislation is considered official and legal statute of law.

  3. Should the Protector of the Realm deem it necessary to veto legislation, there is a requirement of a written explanation of the reasoning behind the veto. The Council of Wolves can then take this reasoning into consideration and either reopen discussion, table the legislation, or call for an override of the veto of which a 67% super majority must be attained through the vote.

  4. Should the Howling Wolf be inactive without notice for a period of ten days, the Protector of the Realm reserves the right to call for a by-election to replace the inactive Howling Wolf.

6.  The High Court shall be the sole judicial branch of The Realm of The Wolf Clan.

  1. A Chief Justice shall be appointed to serve, at his/her pleasure, by the Protector of the Realm or his/her Beta Wolf/Mother Wolf should he/she be unavailable.
    [*}A Ballot will be created, of which a 67% super majority is required to approve the appointment.

  2. The duties of the Chief Justice will be to oversee any and all legal cases brought forward to The Realm of The Wolf Clan Courts of Law.

  3. Should bias be a concern, the issue must be taken up with the Beta Wolf/Mother Wolf who shall raise the issue with the Protector of the Realm, should he/she deem it a valid claim. The Protector of the Realm may then deal with the issue as he/she deems correct and proper.

  4. The Chief Justice may request an appointment of an Associate Judge to oversee the Judicial Branch should he/she require leave from the Region.  The Associate Justice shall be appointed with a 67% super majority, and will step down when the Chief Justice returns.

  5. Should the Chief Justice consider retirement, he/she shall raise this option with the Protector of the Realm.

8.  The Protector’s Ministers will make up the executive branch of government for The Realm of The Wolf Clan and serve for a period of three months.

  1. The Protector’s Ministers shall be made up of appointed members, serving at the pleasure of the Protector of the Realm, depending on the needs of the region.

  2. Ministers are subject to approval vote by The Parliament, of which 51% must be in favor.

  3. At all times, the Protector of the Realm must maintain the minimum of the following positions: a Border Wolf, a Den Wolf, and a Party Wolf, the roles thereof being defined by the Protector of the Realm.

  4. A minister must be a citizen of The Realm of The Wolf Clan.

Title III. Officials Defined

1.  The Howling Wolf of The Council of Wolves.  The Howling Wolf heads The Council of Wolves.  It is the Howling Wolf’s responsibility to organize and moderate the Council as is deemed necessary and fitting.  The Howling Wolf also has the duties of creating a ballot at the request of The Council of Wolves or the Protector of the Realm. In addition, the Howling Wolf will also present passed legislation to the Protector of the Realm and the Beta Wolf/Mother Wolf for final approval.

2.  The Chief Justice.  Appointed for life, unless retired or replaced, by the Protector of the Realm, subject to approval of The Parliament. The Chief Justice’s responsibilities involve maintaining and overseeing the High Court of The Realm of The Wolf Clan.

3.  The Protector’s Ministers.  Appointed by the Protector of the Realm and subject to approval of The Council of Wolves. The Ministers are those assigned by the Protector of the Realm to oversee tasks deemed necessary for the benefit and maintenance of The Realm of The Wolf Clan.

Required Ministries

  1. Home Office.  Headed by the the Den Wolf, this Ministry oversees all internal affairs of the region including Recruitment, Citizenship Applications, the welcoming of new members, and upkeep of the Forum.

  2. Foreign Office.  Headed by the Border Wolf, this Ministry conducts foreign relations, employs Ambassadors, and maintains our Embassies here and abroad.

  3. Cultural Office.  Headed by the Party Wolf,  this Ministry oversees all cultural affairs of the region, including role plays, parties, receptions, games and other regional events.

    Supplemental Ministries

  1. The Regional Militia. The Hunter Wolves are led by the War Wolf in the defensive or offencive actions of the region.

  2. The Regional Intelligence Service.  Headed by the Sneaky Wolf, this Ministry strives to keep the Realm of The Wolf Clan safe from all threats, internal or external.

  3. Office of Sport.  Headed by the Sporting Wolf, this Ministry regulates all sporting leagues and events in the Realm of The Wolf Clan.
