The First Redistricting

As the new nation expanded, the original legislative districts became imbalanced. Some rapidly growing areas in RBBF became under represented, while the original settlements retained too much influence upon legislation. The solution was a party system rather than a geographic drawing of new district boundaries, with the new system based upon the percentage vote received by each political party, and reapportionment of representatives done accordingly. This ensured that even the minority and fringe groups had a voice in the government. A reduction in the number of bureaucratic laws successfully enacted by the constantly bickering legislators was an added benefit that resulted.
