Immigration Control of Agora

This factbook outlines the specific policies that Agora has adopted concerning immigration to and from the region. These policies are subject to change without warning. The region of Novapax has also decided to use this immigration policy for their region as well.

Agora & Novapax are currently ACCEPTING immigrants



Policies for Aliens

  • A nation not considered a citizen in Agora is defined as an "alien". A nation that has renounced Agoran citizenship is defined as an "expat" or a "permanent expat". A nation that has limited communication with Agora from "Customs of Agora" will be referred to as a "detainee".

  • Aliens that wish to be a citizen of Agora must move their nation to the "Customs of Agora". There, an Immigration Control Officer (ICO), will begin the immigration process.

  • Aliens must agree to the Parlam Terms, which are as follows:
    1: The nation will be respectful to the other nations.
    2: The nation will not use excessive profanity or vulgarity.
    3: The nation will not act in a reckless manner in matters concerning other regions or nations within this region.
    4: The nation agrees that should their behavior be deemed "inappropriate", they will be punished as the Attorney General (Gettenfeld) and other law enforcement officers see fit.
    5. Nations may not share the password for Agora. Doing so will result in an automatic banjection.

  • Aliens must not have shown inappropriate behavior deemed "Unworthy of Citizenship" by the ICO in their previous regions.

  • Aliens with insufficient background information may be asked why they should be deemed worthy of Agoran citizenship.

  • Examples of "Unworthy of Citizenship" behaviors include: Disrespect, Excessive Profanity, General Misconduct, Two-Facedness, Extreme Incompatibility of Beliefs, Insufficient Information, Bribery, or "Others & Udders".

  • The ICO will either accept your papers or will deny them with one or more of the above reasons.



Naturalization Process for Aliens
  • 1. Move your nation to Customs of Agora. Agora does make a distinction between main nations and puppets.

  • 2. Inform an ICO of your arrival by giving your former region, any puppets you may have, reason for immigration, and if you were recommended to Agora by a citizen of Agora. This will be your "Immigration Document"

  • 3. Your document will be analyzed by the ICO. You will be then asked to give background information on your nation and activities you have engaged with that nation and any puppets you may have. This will be your "Background Document".

  • 4. Your document will be analyzed by the ICO. You will then be either accepted or denied. If accepted, you will be allowed entrance into Agora and are expected to keep the password secret. If denied, the nation is allowed to stay or leave the Customs area. A nation is allowed to stay so long as they are not deemed “unruly” by a customs officer.



Policies for Ambassadors, Diplomats, Consuls, and Government Officials
  • Ambassadors are considered permanent liaisons between regions that have established an embassy until they return to their region of origin by the regional government.

  • Diplomats are considered temporary liaisons between regions that have established an embassy until they return to their region of origin by the regional government.

  • Consuls are considered temporary liaisons between region that have NOT established an embassy until they return to their region of origin by the regional government.

  • Ambassadors, diplomats, and consuls may have their privileges revoked by the Agorament. Once revoked, ambassadors, diplomats, and consuls will be ejected from the region with a notice to the region of origin on the situation.

  • Government officials are officers with authority over their region of origin. They are only welcome into Customs if and when the Agorament specifically gives access into Customs.

  • Regions requesting a diplomatic encounter with the government of Agora must send a "Diplomatic Messenger" to Customs of Agora.

  • Ambassadors, diplomats, consuls, and diplomatic messengers are to give their reason for entering Customs and what region they represent, as well as a time period for their stay in Customs. Only Ambassadors, diplomats, and government officials with clearances issued by the Agorament may enter Agora itself. If a diplomatic messenger wishes to enter Agora, it must first gain diplomatic status recognized by the Agorament.

  • A confirmation by a government official must be telegrammed to a Customs Officer. Any conflicting clearances given by government officials will result in the immediate rejection of the ambassador or diplomat

  • The Customs Officer will either accept or deny the diplomatic request. If accepted, the diplomat will stay for the allotted time period and diplomatic conferences will commence. Those who need to stay for longer than is allotted can apply for an extension visa.

  • Nations on a diplomatic agenda who display inappropriate behavior will be ejected immediately and will not be allowed to continue diplomatic activities with Agora in the future.

  • Grievances with Customs Officers may be taken up with the Agorament.



Ambassadorial Acceptance Process
  • 1. Nations must receive the backing of their regional government before entering Customs. That regional government must telegram all ICO officers in advance of the diplomat's arrival at least 1 hour in advance. Nations that do not have the backing of their regional government will be asked to return to their region.

  • 2. Nations must move to the Customs of Agora.

  • 3. Nations must make their presence known in Customs and must state that they are on diplomatic duty on behalf of their regional government. They must state what region they are representing, what they wish to accomplish with Agora, and must give a definitive, quantitative time period that they will be staying in Customs. Failure to do so will result in the termination of the process.

  • 4. An ICO officer will then confirm with the regional government that the diplomat has arrived. They will then transfer the offer to the Agorament.

  • 5. The Agorament will then either accept or deny the request or request to change the period of stay for the diplomat. If accepted, the diplomat and the Agorament will commence the talks.

  • 6. If diplomats or ambassadors need to stay beyond their period of stay, they must apply for a "Diplomatic Extension Visa" (see "Extension Visas" at the bottom of the dispatch for more information).

Extension Visas
  • Extension Visas are documents that extend the allowed period of stay for nations in Customs.

  • 1. Nations must inform an ICO officer that they wish to apply for an extension visa and must specify a time period (Examples: 3 hours, 1 day, 1 week, etc.).

  • 2. Nations will be treated on a case by case basis.
