Established under the blessing of Tuldar and Tsar Alexei Vasiliev ♔, the Duma exists to preserve regional unity, uphold Orthodox values, and strengthen the stability of The Pacific Coast under sacred guidance.

The mission of the Duma is to uphold the shared principles of order, loyalty, faith, and spiritual obedience through lawful and structured regional governance.

🏛 Structure and Roles
The Duma is organized according to a clear hierarchy designed to maintain effective administration, discipline, and unity.
Speaker of the Duma
– Presides over Duma sessions, oversees debate, and ensures that proceedings remain faithful to Tsarist and Orthodox principles.
Duma Representatives
– Appointed by their respective nations rather than elected. Representatives draft proposals, participate in deliberations, and uphold the interests and loyalty of their nations.
Delegate Support Team
– Works alongside the World Assembly Delegate to maintain endorsements, strengthen regional influence, and coordinate regional positions in accordance with the Tsar’s vision.
📜 Legislative Process
All regional legislation follows a structured four-step process overseen by the Duma and appropriate Church and State authorities.
☐ 1. Proposal Submission: Representatives submit proposals for consideration.
☐ 2. Review & Deliberation: The Duma reviews each proposal and considers its compatibility with regional law, Orthodox principles, and regional interests.
☐ 3. Voting: Representatives cast their votes. A majority is required for passage, subject to the Tsar’s authority to veto.
☐ 4. Implementation: Approved legislation is enacted and monitored by the appropriate regional authorities and Sentinels of the Faith.
👥 Citizen Participation
Participation in the Duma is structured around loyalty, service, and respect for the Church and Tsar.

👑 Becoming a Member Nation of the Duma
All loyal nations of The Pacific Coast may seek representation in the Duma through the following process:
Step I — Establish Citizenship
– Register as a recognized member nation of The Pacific Coast.
Step II — Appointment by the State
– Nations may request representation through the Speaker of the Duma. Positions are appointed rather than elected, with loyalty, service, and regional commitment being the primary considerations.
Step III — Oath of Loyalty
– The appointed representative swears loyalty to the Duma, the Tsar, and the Orthodox faith before assuming their seat.
Step IV — Active Service
– Representatives participate in debates, propose and vote upon legislation, and serve the interests of their nation and the wider Pacific Coast.
