Iron Sisterhood announces her ambitions

IRON SISTERHOOD ANNOUNCES THEIR AMBITIONS
High Matron Kirana Vey calls for the consolidation of the America Online Defense Council and the Three Shipyards

ATLANTIS SHIPYARDS — SHADOWPORT REGIONAL WIRE

"Three yards may forge the fleet. One shield must defend it."
— Kirana Vey, High Matron of the Iron Sisterhood

Led by Kirana Vey, High Matron of the Iron Sisterhood, the Sisterhood has publicly declared its intention to pursue the political, military, and industrial consolidation of the America Online Defense Council and Shadowport's Three Shipyards, marking the clearest expression yet of Vey's ambitions for the future of the Dockside powers.

The declaration stops short of demanding political unification. Instead, Vey has proposed transforming the existing network of alliances, industrial interests, and mutual-defense arrangements into a permanent regional security architecture drawing upon the combined strength of:

  • The Dockside Soviet

  • The Dockside Workers Salvation Bloc

  • The Dockside Women's Syndical Shock Brigades

Together, these three geographically distinct powers constitute the Three Shipyards.

They remain separate from Atlantis Shipyards, whose independent security and intelligence apparatus is controlled by the DISD. Vey's proposal does not place the Three Shipyards beneath Atlantis or the DISD.

It instead seeks to create something capable of standing alongside them.

THE VEY DOCTRINE

At the heart of Vey's declaration is a simple argument: the Three Shipyards already inhabit the same strategic waters, depend upon many of the same commercial arteries, and would face many of the same enemies in a regional war.

Yet their military and industrial power remains divided between separate chains of command.

Vey wants the America Online Defense Council to become the mechanism through which that power is coordinated.

Under proposals circulating within the Iron Sisterhood, the Council would assume responsibility for joint maritime-defense planning, standardized naval procurement, strategic reserves, emergency mobilization, intelligence sharing, and the protection of Shadowport's commercial shipping corridors.

The Three Shipyards would retain their governments, territories, workforces, and individual industrial establishments.

Their ability to wage war, however, would increasingly become interconnected.

Supporters within the Sisterhood have already begun describing the concept as the "Dockside Shield" — a permanent industrial and defensive belt surrounding the commercial heartlands of Shadowport.

PROPOSED AREAS OF CONSOLIDATION

  • Unified maritime-defense planning through the America Online Defense Council

  • Common naval procurement and shipbuilding standards

  • Mutual access to repair, refit, and emergency dock capacity

  • Joint protection of commercial shipping corridors

  • Coordinated strategic stockpiles and wartime production

  • Integrated intelligence sharing between participating security organs

  • Common mobilization protocols during regional emergencies

THREE SHIPYARDS — BUT WHICH FIRST AMONG EQUALS?

The declaration has also reopened a considerably more sensitive question:

Who would actually lead such a system?

Officially, Kirana Vey has described the Three Shipyards as partners whose sovereignty would remain intact.

Unofficially, it has become increasingly difficult to ignore the position being afforded to the Dockside Women's Syndical Shock Brigades.

Vey and other senior Matrons have repeatedly praised the Brigades' discipline, industrial organization, mobilization capacity, and ideological cohesion. Sisterhood representatives have appeared alongside Brigade officials with increasing frequency, while concepts originating within their circles have steadily migrated into the wider Sisterhood program.

The pattern has fueled speculation that Vey sees the Women's Syndical Shock Brigades as more than another constituent of the Three Shipyards.

They may be her model for their future.

No declaration has called for the abolition of the Dockside Soviet.

No proclamation has named the Women's Syndical Shock Brigades its successor.

Vey herself has carefully avoided saying either.

Yet throughout the emerging doctrine runs an unmistakable implication:

The greater Dockside system may eventually require a single organizing authority.

And the Iron Sisterhood appears increasingly comfortable allowing others to speculate about which Shipyard should provide it.

THE AMERICA ONLINE DEFENSE COUNCIL

The ambitions of the Sisterhood extend beyond Dockside politics.

Vey's program would elevate the America Online Defense Council from an instrument of collective defense into one of the principal institutions of the Shadowport regional order.

Rather than constructing a new supranational government, the Sisterhood proposes using the Council as the connective tissue between otherwise sovereign powers.

A warship might remain Soviet.

Its ammunition might originate in Workers Salvation Bloc factories.

Its emergency repairs might be performed within Women's Syndical Shock Brigade facilities.

Its deployment could nevertheless occur under a common defensive plan established through the America Online Defense Council.

The result would not necessarily be one state.

It would be one arsenal.

ATLANTIS WATCHES

For Atlantis Shipyards, Vey's project presents both opportunity and uncertainty.

A consolidated defensive structure could provide unprecedented protection for Shadowport's trade routes while reducing duplication among the region's industrial powers. The combined productive capacity of the Three Shipyards, coordinated through the America Online Defense Council, could create an enormous reserve of naval construction, repair, logistics, and mobilization capacity.

It would also create something historically unusual within Shadowport:

An organized power center capable of translating industrial capacity directly into regional military authority.

The DISD has given no indication that it intends to interfere in the internal political arrangements of the Three Shipyards. Its authority remains centered upon the independent apparatus of Atlantis Shipyards.

Nevertheless, the emergence of a consolidated Dockside bloc would inevitably alter the regional balance surrounding Atlantis.

The capital is watching.

So are the Shipyards.

THE HIGH MATRON'S MESSAGE

"The age of isolated yards is ending.

Our enemies will not distinguish between Soviet steel, Workers' steel, or Sisters' steel when they sight our hulls upon the horizon.

Neither should we.

Let the Three Shipyards build.

Let the Council defend.

Let Shadowport understand that an attack upon one dock is an attack upon the machinery of us all."

— Kirana Vey
High Matron of the Iron Sisterhood

Whether Vey's declaration marks the beginning of a voluntary defensive federation, the emergence of a unified Dockside political order, or merely the opening move in a much longer struggle for influence remains unresolved.

What is no longer uncertain is the scale of her ambition.

Kirana Vey does not intend merely to lead the Iron Sisterhood.

SHE INTENDS TO ORGANIZE THE ARSENAL OF SHADOWPORT.
