Resolution Analysis
Overview
This proposal, written by Maerkyja, provides for the creation of the International Nuclear Compliance Commission (INCC). This organization is charged with "regulating and ensuring the safe use of Nuclear Energy." This includes publishing nuclear energy regulations, oversee attempts to achieve nuclear fission technology and criticality, audit the compliance of member nations with INCC standards, secure nuclear energy, and educate member nations about nuclear energy.
Additionally, the INCC would be aided by and is charged with administering the Advisory Committee on Reactor Safety (ACRS) and the Emergency Nuclear Response Organization (ENRO).
Recommendation
"International Nuclear Compliance Commission" understands the international, cross-border issue of nuclear energy, its uses, and risks. However, this bill binds member nations to non-specific regulations, charges the INCC with forcing member nations to comply with those regulations, while also making said organization "maintain a safe clause of security," which is ill-defined.
On the hand, this proposal attempts to respect national sovereignty by allowing member states to deny facility inspections, but that's it. Member nations would still be expected to comply with INCC regulations.
Lastly, this proposal allows the INCC to "provide reasonable assistance" to "any attempts to achieve criticality." This is dangerous as it would actively work against the non-proliferation of nuclear weapons, as this proposal does not differentiate between the different kinds of reactors, fuels, or energy levels. In short, a member state could ask the INCC to help them create weapons-grade nuclear material.
Therefore, the Ministry of World Assembly Affairs recommends a vote AGAINST “International Nuclear Compliance Commision”.
