Executive Summary: International Nuclear Compliance Commission is an attempt to establish international standards for nuclear energy generation as well as establish a multi-national WA body (International Nuclear Compliance Commission [INCC]) to monitor compliance.
Opinion: Hmm. So, like, a quick item of note - while this comes out of Starlight, who are totes a great region filled with lots of cool friends, this proposal was NOT done as a proposal through their regional WA development program. All that said...uhm, this doesn't do much besides create new bureaucracy.

I will say this also, up front, I think that regulating nuclear energy generation is a reasonable thing for the World Assembly to do! I'm not averse to creating rules or some form of WA body to monitor its usage to ensure it is done safely. That said, I don't think this is the right means of doing so.

Firstly, the definitions are a little awkward. Firstly, the definition of Nuclear Energy means that if a member state only has one nuclear power plant in their nation, then they governed by this. Nuclear Energy, by the definition of the proposal, requires there to be more than one structure. Secondly, the INCC has a requirement to establish some rules and regs, but like what is the mandate on member states? Member states can choose to or not to participate in audits that confirm they are in compliance with INCC standards and if they are not in compliance...what happens next? Like, for real, though. What happened to those member states? Are they in trouble? Do they get an audit and just told, "Uhm, like, don't do that" if they're violating the rules? I know a lot of folks want the WA to govern with a light touch, but this feels like...no touch. Also, Nuclear Infrastructure and Nuclear Energy are kind of used interchangeably in Section 2, which is confusing.

This is fixable, and I know there's been offers by Starlight's program (in the thread) to have this person get help to improve this. I think it's a good area of regulation. I just don't think this is the right proposal for that. AGAINST.
