1. Definitions

(1) In this Order—
"Government" shall mean His Majesty's Government.
"Cabinet" shall mean Cabinet of Great Britain.
"Department" shall mean any executive department or public body operating under the Cabinet.
"Directive" shall mean any administrative instruction issued by relevant authority pursuant to this Order.

2. Administration & Governance

(1) All executive departments shall align their internal procedures with Cabinet Office Directives.

3. Governmental Departments

(1) The following Departments are hereby established with the hierarchy, responsibilities, duties, powers and limitations as listed:
(a) The Cabinet Office
(I) The Cabinet Office shall be led by the Prime Minister and comprised by the Prime Minister, First Secretary of State and any Minister of State or Civil Servant assigned to said office.
(II) The Cabinet Office shall be responsible for:
(i) Setting Government priorities;
(ii) Supervising Department Heads;
(iii) Issue Directives to organise the Government's work, and
(iv) Moderate and lead inter-departmental communication and planning.
(b) The Home and Recruitment Affairs Office
(I) The Home and Recruitment Affairs Office shall be led by the Secretary of State for Home and Recruitment Affairs, and comprised of any Minister of State or Civil Servant assigned to said office.
(II) The Home and Recruitment Affairs Office shall have the following responsibilities:
(i) Organizing and executing events in relation to recruitment;
(ii) Automating and maintaining the Master Citizenship check-up process and conducting fortnightly citizenship audits;
(iii) Reviewing, processing, and approving or denying Citizenship Applications in accordance with the law and Government policy;
(iv) In conjunction with the Foreign and World Assembly Affairs Office, manage regional security protocols, defense advice, and coordination with the National Security Council and WARP;
(v) In conjunction with the Foreign and World Assembly Affairs Office, reintroduce and maintain endorsement and World Assembly slacker telegrams to safeguard regional endorsement health, and
(vi) Any other task assigned by the Cabinet Office.
(c) The Foreign and World Assembly Affairs Office
(I) The Foreign and World Assembly Affairs Office shall be led by the Secretary of State for Foreign and World Assembly Affairs, and comprised of any Minister of State or Civil Servant assigned to said office.
(II) The Foreign and World Assembly Affairs Office shall have the following responsibilities:
(i) Managing all foreign affairs, maintaining the diplomatic roster, and issuing official foreign policy guidance and statements;
(ii) Appointing diplomats, conducting ambassador accreditation ceremonies in conjunction with His Majesty's Royal Household, and restoring on-site game embassies;
(iii) Preparing and distributing a comprehensive Foreign Update every four weeks to all designated allied regions;
(iv) Overseeing World Assembly alignment with regional security, publishing a monthly WA newsletter, and tracking regional participation metrics;
(v) In conjunction with the Culture, Education, Media and Communications Office, and His Majesty's Royal Household, organise and host State Visits from allied regions;
(vi) In conjunction with the Home and Recruitment Affairs Office, lay the foundational infrastructure for a reformed, government-led regional military focused on sustained Defender contributions, and
(vii) Any other task assigned by the Cabinet Office.
(d) The Culture, Education, Media and Communications Office
(I) The Culture, Education, Media and Communications Office shall be led by the Secretary of State for Culture, Education, Media and Communications, and comprised of any Minister of State or Civil Servant assigned to said office.
(II) The Culture, Education, Media and Communications Office shall have the following responsibilities:
(i) Cultivating and coordinating all Government communications, ensuring message consistency, mandatory departmental opening statements, and regular public updates;
(ii) Engaging residents to create and promote intra-regional cultural activities, weekly in-character roleplay events, and community game nights;
(iii) Seeking out and supporting citizen leaders to revive institutional traditions including but not limited to the Automobile Club, the Royal Gaelic Horseracing Organisation, and the Premier League;
(iv) Re-establishing and maintaining a government-led BBC to publish weekly recaps of regional and parliamentary activity;
(v) Conducting a comprehensive review of the Empire's educational landscape to lay the groundwork for a revived Public University;
(vi) In conjunction with the Overseas Development and On-Site Activity Office, ensure that all Government updates and BBC articles are made publicly available both on-site and off-site, and
(vii) Any other task assigned by the Cabinet Office.
(e) The Overseas Development and On-Site Activity Office
(I) The Overseas Development and On-Site Activity Office shall be led by the Secretary of State for Overseas Development and On-Site Activity, and comprised of any Minister of State or Civil Servant assigned to said office.
(II) The Overseas Development and On-Site Activity Office shall have the following responsibilities:
(i) Managing the game-side environment, including but not limited to daily Regional Message Board questions, nation-tagging, and community activity streaks;
(ii) Producing and distributing Weekly Game-side Reports and regular community dispatches across regional channels;
(iii) Hosting weekly Factbook writing competitions, selecting the weekly Resident of the Week, and organizing community games and competitions;
(iv) Introducing at least two nation-focused community polls every week to drive public engagement and discussion;
(v) Including active and trusted nations into the organisation and moderation of game-side events and activities;
(vi) In conjunction with the Culture, Education, Media and Communications Office, bridge off-site roleplay and on-site community participation, and
(vii) Any other task assigned by the Cabinet Office.

4. Cabinet Composition

(1) The Cabinet of the Empire of Great Britain shall be the highest decision-making body of the Government of the Empire of Great Britain.

(2) The cabinet shall be chaired by the Prime Minister of Great Britain, and the following Secretaries of State shall have permission and obligation to attend Cabinet Meetings:
(a) The First Secretary of State;
(b) The Secretary of State for Home and Recruitment Affairs;
(c) The Secretary of State for Foreign and World Assembly Affairs;
(d) The Secretary of State for Culture, Education, Media and Communications;
(e) The Secretary of State for Overseas Development and On-site Activity.

(3) The Prime Minister can, at their own discretion, invite any other Minister of State to attend Cabinet permanently, or single Cabinet Meetings.
(a) Ministers of State attending Cabinet shall not have any voting power in the Cabinet proceedings and decisions.

(4) Whenever a decision has to be made by the Cabinet, the Prime Minister retains the prerogative (but not obligation) to call for a vote. Unless otherwise specified by the Prime Minister, the vote shall last for twenty-four (24) hours (or until all voting Cabinet members have voted) and shall require a simple-majority to pass.

5. Ministerial Order of Precedence

(1) In the absence of the Prime Minister for any reason, including but not limited to vacation and illness, the following individuals are authorised to act in and to the style of Acting Prime Minister, in the following order:
(a) The First Secretary of State;
(b) The Secretary of State for Home and Recruitment Affairs;
(c) The Secretary of State for Overseas Development and On-Site Activity;
(d) The Secretary of State for Culture, Education, Media and Communications;
(e) The Secretary of State for Foreign and World Assembly Affairs.

(2) The Prime Minister retains the power to appoint directly any Secretary of State as Acting Prime Minister for a specified period of time. In such case the Ministerial Order of Precedence as illustrated in section 5, sub-section 1 of this Order, shall be made temporarily null and void.

(3) In the event of an emergency or crisis that requires immediate response and the Prime Minister is temporarily unavailable, the First Secretary of State shall have the authority to direct the Government's response. In case the First Secretary of State is also temporarily unavailable, the Ministerial Order of Precedence shall be followed.

(4) Notwithstanding the provisions laid out in section 5 of this Order, the Prime Minister remains in Office in accordance with the law, and can intervene and supersede the directives issued by the Acting Prime Minister at any time.

6. Repeals and Amendments

(1) Executive Orders 046, 049, 051 (both the one dated 24th April 2026 and the one dated 9th May 2026) and 053 are hereby repealed in their entirety.

(2) In relation with section 6, sub-section 1 of this Order, the Royal Archivist, or their substitute, is instructed to move the repealed Executive Orders to the "Defunct Executive Orders" sub-board in Queen Elizabeth III Law Library, and also instructed to publish Executive Order 054 to the "Executive Orders" sub-board in Queen Elizabeth III Law Library.

7. Commencement and Scope

(1) This Order shall take effect immediately upon signature and publication.

(2) This Order shall remain in force until formally rescinded or superseded by competent authority.
