Decree Against Fascism, Fanaticism And Religious Intolerance

Whereas the Constitution of Sodorstan guarantees the unity of the Sodorstani people and the preservation of the socialist and secular character of the Republic;
Whereas fascism, political fanaticism and religious intolerance constitute threats to the peace, unity and security of the Sodorstani people;
Whereas the spread of doctrines based upon racial, religious, ethnic or national supremacy, hatred and persecution is contrary to the principles of the Republic; and
Whereas it is necessary to protect the people and the institutions of Sodorstan from organisations and individuals seeking to undermine the social order through fascist, fanatical or intolerant activity;
The President of The Peoples Republic of Sodorstan, with the approval of the General Assembly, in accordance with the Constitution of The Peoples Republic of Sodorstan (ref. Article 81. Point 2 of People's Charter on Fundamental Rights and Duties), hereby decrees the following:
Any political party, organisation or association which openly advocates Fascism, Nazism, racial supremacy, religious supremacy, chauvinism, political fanaticism and/or the persecution of any group on the basis of religion, ethnicity or nationality shall be deemed hostile to the Republic and shall be prohibited from any political activity.
Any political organisation whose programme, constitution, publications or public activities contain advocacy of the superiority of one race, nation, religion or social group over another shall be subject to dissolution and exclusion from the National Register of Political Organisations.
Any person who publicly advocates fascist, supremacist or religiously intolerant doctrines, or calls for violence, persecution or discrimination against another group on such grounds, shall be deemed to have committed an offence against the Republic and shall be subject to a trial in the tribunal.
Any person holding public office, including elected representatives and government officials, who makes statements advocating the supremacy, persecution or exclusion of any religious, ethnic or social group shall be considered unfit to hold public office and shall be removed from such office.
Fascist, fanatical or religiously intolerant assemblies shall not be permitted. Any assembly whose principal purpose is the propagation of doctrines of hatred, supremacy or persecution shall be declared an assembly hostile to the public order and shall be dissolved.
The formation, financing, arming or operation of paramilitary, vigilante or private armed organisations established for the advancement of fascist, fanatical, supremacist or religiously intolerant causes is hereby prohibited.
Religious institutions and organisations are hereby prohibited to use their authority or property for the organisation of violence, persecution, forced conversion, religious intimidation or campaigns directed against another religious or non-religious community.
The Government shall establish a National Anti-Intolerance Tribunal, under the authority of the President and governors, to monitor and coordinate measures against organisations and activities falling under this Decree. The Tribunal, and its offices at the gubernia and district levels, shall report its findings and actions to the Supreme Assembly on a weekly basis.
The National Anti-Intolerance Tribunal and its organs at gubernia and district levels shall have the authority to investigate, prosecute and suppress organised fascist, fanatical and religiously intolerant movements.
The President may, where an immediate threat to public order exists, issue temporary orders restricting the activities of organisations suspected of engaging in the activities prohibited by this Decree, subject to subsequent review by the Supreme Assembly.
