The Secretariat recommends a vote FOR General Assembly proposal: "Against Torture"
Overview
The central aim of this proposal is, obviously, to outlaw the use of torture. It starts by defining torture followed by outlining its prohibitions and preventative measures. It also makes information acquired through torture inadmissible in court, disincentivizing its use beyond the blanket prohibition.
Recommendation
One author pointed out that the final submitted version is their 19th draft, so it's fair to say this final submission is quite thorough. Torture is certainly an issue worth the WA's attention, as it represents one of the most grievous violations of sapient rights. The proposal covers all the necessary bases to stop the practice of torture without being too overbearing. While it may seem odd to some to leave enforcement up to member states, this is the right choice by the authors as it places liability on the state which voluntarily chooses to be a WA member instead of letting an international body enforce laws within a member state's jurisdiction.
