What does "OOC" and "IC" mean, what are the differences ? Out of character, In Character
Out of character means anything said or done as the real life player, outside of the character. It’s used for coordination, asking questions, clarifying rules, making jokes, planning logistics, etc
In Character refers to everything one does, says, thinks, or knows inside the game world, trough the proper channels
and realistic ways.
How Can a player such as yourself, prevent Meta-Gaming ?
Constantly ask myself: “Has anyone in my government ever seen this? Heard
rumors? Has any reason, or even a way to suspect it?” If the answer
is no, ignore it completely. Keep constant talk with other players
and coordinate bi, or multilateral actions thoroughly. Flag any
information received OOC and never use it to guide my IC
actions/decisions.
How can a player such as yourself, prevent Power-Gaming ?
Anchor every decision in the country's approved structural limits at the
application. Treat the starting stats, geography, population, economy, militry doctrine, political system, ethnic/religious makeup, historical grudges, debt, alliances, and institutional quality as constraints, not suggestions.

Brief history of your nation: this concept is based uopn a continuation of the Peru-Bolivian Confederation.
1834-1840 Birth of the Confederation
1834: Treatyof Cusco: Peru and Bolivia create the Unión Andina which worked much more like the modern EU than an
actual Federation. Each Retained it’s own Capital and Union decisions were made via rotating council. Constitution
guarantees equal status and sovereignty of member Republics.
1838-1839 War of the Confederation.
The Peeuvian Rsstoration Army revolted against the Confederation, seeking to rsstore an independent Peru. As the PRA awaited promised assistance from Argentina and Chile, the Confedration struck a deal with Ecuador, ceding contested border claims in exchange for military assistance. The PRA was defeated before help from the south could organize.
1840 Ecuador Joins-The Union Is Formed
Following the end of Qar of the Confederation, officials from the Confederation and Ecuador met in Quito. During the Accords, Ecuador agreed to join and the Union Andina was formed to replace the Confederation. Framework for
developing a Federal Government was established. The Union adopts the motto Una Unión, Tres Repúblicas (One Union, Three Republics)
1840-1860 Consolidation
1845: Constitutional
Amendment Authorizing creation of the Federal Government and Federal
Presidency adopted.
1846: Andres Santa Cruz elected
1st Federal President
1847: Andean Congress
Established. Elections held for Federal Assembly and Federal Senate
1848: Federal Supreme
Court Established. 9 Justices Appointed and Approved by Congress
1849: Federal Customs Service and
Federal Diplomatic Corps Established. Unionwide adoption of the Andean Peso as official currency. Unionwide standardization of Weights and Measures
1850: Union Military Council
established to coordinate Ecuadorian, Peruvian, and Bolivian military
operations. Construction begins on Federal Road and Rail Projects
1855: Congress approves the
creation of Distrito Capital de la Unión Andina around Lake Titicaca and the construction of a Federal Capital City to be named Ciudad Andina.
1860-1880: War In the Andes
1864: Spain occupies the Peruvian
Chincha Islands
1866: The Chincha Islands War
between the Union Andina with allied help from Chile against Spain
begins.
1871: As Spain refuses to return possession of the islands to the Union, Peru executes a daring plan. The Peruvian Navy attacks the Spanish Philippines in retaliation, Spain immediately agreed to an Armistice to end the war. Official peace treaties would follow in 1877.
1879: Chile invades the Bolivian
state of Antofagasta and claims Bolivian Atacama Desert igniting the
War of the Pacific. Chile would hold the territory until 1883 when Ecuadorian military arrived. The combined Union military pushed Chile back to its original borders and the Treaty of Antofagasta ended the war in 1884.
1880-1914 Industrial Revolution
Mining explodes in all three Republics. Bolivia – Silver, Tin, Copper, Petroleum, Natural Gas.
Peru – Copper, Silver, Gold, Guano. Ecudor – Petroleum.
Agriculture and Fishing advance quickly
1890: Andean Railway fully opens
connecting La Paz, Ciudad Andina, Arequipa, Lima, and Quito as well
as La Paz to Antofagasta and Quito to Guayaquil. The Union becomes a major Pacific exporter.
1914 – 1945 The World Wars
WWI would see the Union stay
Politically neutral while aligning more economically with the West.
WWII: The Union eventually joins
the allies as American investments arrive in exchange for much needed
raw materials. Ameica invests in oil, copper, tin, Ports, aviation, road and rail in exchange for consistent war-time delivery of materials.
1945-1960 Cold War Begins
the Union remains neutral, never
fully aligning with the West or Soviets. It follows a model of Political Independence, State Industry, and Capitalist trade. A growing and politically stable Union, bolstered by improving relations with Brasil, remained largly resistant to the meddling from America and the Soviet Union that plagued most of Latin America during this era.
1960s-1970s. Rise of Social Democracy
Federal Government invests
heavily in Universal education Public healthcare, Rural development, Indigenous political participation, Land reform, Infrastructure, State-owned strategic industries
With such a large indigenous
population, the Union embraces its people rather than push them aside
as most countries did. Quechua becomes an official language
allongside Spanish with Aymara gaining Federal Recognition. Indigenous peoples begin to hold government offices.
1980s The Debt Crisis
Heavy borrowing inthe 70s hits home
inthe 80s with High interest rates, Falling commodity prices, Inflation, Debt, and Unemployment. Protests and riots occur, but the stability provided to the government by the Indigenous peoples, who were far less affected, allowed the government to survive
1990s -2000s Economic Integration
the Union Establishes Andean Central
Bank, Andean Development Bank, Andean Free Trade Area at Ciudad
Andino, Andean Defense Council, and the Pacific Infrastructure Initiative
