Hello and welcome to the first monthly news bulletin where you can find find a summary of what has happened in Noob Topia during the previous month and any plans currently made for the upcoming month.

As the formation of the Second Empire took place in the middle of august this bulletin will only covered what has and what will be up to September 1st when the next official bulletin will be released. Now for the news.


Currently the Nation of Noob Topia is still rebuilding from the bloody civil war which ended only two months ago in June with many people still missing with a large amount presumed dead.
Rebuilding of old and the creation of new infrastructure remains one of the top priorities of the Noob Topian Government to help facilitate the movement of rescue crews, first responders, and aid columns.
Due to the strain on the newly formed administration the creation of 2 new Autonomous Territories to help reduce the strain on the central government has taken place, this type of subdivision has not been utilized since the Democratic Empire so it has yet to be seen how affective it will be.
Elections for President are still planned to be hosted however an exact date is still yet unknown.
The policy of autarky has recently been lifted as the need for resources which can not be fulfilled within the empire grows.

Overview
This proposal mandates that all criminal punishment be justified by an existing law, making sure that states cannot deal out punishments for arbitrary reasons. It also requires that laws be made publicly accessible and their existence known, avoiding the issue of secret laws.

Recommendation
Overall the bounds set by the proposal are very reasonable. It recognizes an issue and tackles that slice of it effectively, taking no unnecessary action. Compliance with this proposal should be a trivial matter for most nations but is nonetheless a step in the right direction for civil rights and the rule of law in the WA.

Overview
This proposal seeks to commend The Kytler Peninsulae (also known as Kaze progressa and Kura-pelland) for their long and successful history within the sporting community. The proposal highlights many of The Kytler Peninsulae’s contributions to the sporting community, such as establishing tournaments and introducing style modifiers, along with mentioning the many accolades that they have achieved over the years.

Recommendation
Overall, a great case for commendation is made by this proposal, which in itself is very well written and shows a great level of research.The Kytler Peninsulae has had a remarkable impact on the sporting community, and has had a notable amount of achievements throughout their tenure.

For these reasons, the Office of World Assembly Secretary Islandwalk recommends a vote FOR "Commend The Kytler Peninsulae".
