Confederal Armed Forces Act
PreambleThe Legislature of Norp,
RECOGNIZING the necessity of a unified military command to the defense of a unified realm,
ACKNOWLEDGING and REAFFIRMING the rights of the states of Norp to their internal affairs and all powers not reserved by the Legislature,
hereby:
Article 1
ESTABLISHES the Armed Forces of Norp, to consist of a Confederal Army, Confederal Navy, Confederal Air Force and any further branches established by Law;
DECLARES that the Armed Forces of Norp is responsible to the Legislature and subject to review by the Judicial Branch;
MANDATES that at least one percent of the GDP of each state is to be dedicated to military spending.
and PROCLAIMS that the mission of the Armed Forces of Norp is to protect the Confederation against foreign enemies of both a state and non-state nature.
Article 2
Furthermore, the Legislature:
ENDORSES the continued operation of those armed forces, guards and militias controlled by Norp's constituent States;
DEFINES such forces henceforth as State Guards, irrespective of their actual names and without mandating the change thereof;
and MANDATES that the Armed Forces of Norp promulgate rules of operation and military equipment standards ensuring commonality in ranks, general command structures, munitions and other consumables across the States' militaries.
Article 3
Lastly, the Legislature:
AFFORDS the State Governments control of their respective State Guards in peacetime;
However, it
PROSCRIBES the use of State Guards to harm, assail or coerce fellow States;
PROVIDES for the operational subordination of State Guards to the Armed Forces of Norp when a State of War is deemed to exist;
and REQUIRES State Guards to follow in good faith the rules and standards promulgated according to Article 2 in order to facilitate said operational subordination.
