Discussions on the merger with the Federation of Sovereign States (F.O.S.S)

Yamasburg (Head of Roleplay, Vultune)1. We maintain all RP-related dispatches of Vultune NOTICE: On the other hand, any & all archived dispatches (a majority of which includes dispatches NOT to maintained, as stated above) shall be kept within the Vultune Archives Database. 2. We maintain all policies surrounding roleplay, as they do not contradict any existing policy in F.O.S.S (NOTICE: We pledge to respect F.O.S.S’s existing policies, and to ensure that our revised RP system and its policies continue to exist in harmony with that of F.O.S.S. Additionally, as Vultune’s roleplay (known in F.O.S.S. as “the Realm of Vultune”, see “Realm of Vultune” section) shall be the only officially-recognized system of roleplay in F.O.S.S. once the merger is complete, we ask to be able to maintain all of our roleplay related policies as listed & altered below: (BOLD INDICATES SOMETHING HAS BEEN ADDED; STRIKED OUT INDICATES SOMETHING HAS BEEN REMOVED) - Vultune’s “master” RP setting, serving as a framework for any RP activity within the "Realm of Vultune" (as already stated in Section 2, Article VII of the Constitution and the World Factbook Entry of Vultune): “Vultune is a planet which orbits a G-type star known as Brahe-375A, located in the Palomar Cluster of the Pinwheel Galaxy. The habitable planet has roughly the same mass as the Earth, and is similar to the Earth in most aspects. Prior to the arrival of humans, the planet was dominated by the Hein / Đein, a sapient species of humanoids known for their distinct, purple skin and four arms. Vultune’s geography consists of two main landmasses surrounded by smaller islands, situated mostly around the Dieyomor Sea.” 7.19. By default, a RP year shall last for 12 days in real life, as a result making a RP month last for a day. 7.20. The RP date may not stop unless a simple majority is reached within the Roleplay Board Parliament (stating the duration of the standstill) or frozen under the command of the Head of Roleplay and/or the Governor. (see Section 5, Article IV). Once ratified, a nation with authority may NOT unfreeze the RP date by own accord until the end of the remaining duration unless repealed by the Roleplay Board Parliament itself. 7.21. In the scenario that the RP date stops indefinitely, however, ONE of the following may occur: - The Parliament Roleplay Board passes an amendment bill, now including a defined duration time. The RP date shall remain frozen from the moment the amendment is passed till the new duration ends. The Roleplay Guidelines (as already stated in Section 3, Article VII of the Constitution); until an actual, self-made list of Roleplay Guidelines or some other related policy is agreed upon, Vultune’s RP setting shall rely on the “Tips” dispatch, a ‘guide’ written by another nation. 7.23. Meanwhile, the ‘Tips’ dispatch (originally written as a guide for roleplaying in general), shall be used within Vultune as (1) common advice concerning roleplay, as well as (2) the basic framework for any policy regarding roleplay in Vultune (e.g. surrounding godmodding, metagaming, etc.) The Monthly Leaderboard, whose election mechanics are stated in Section 2, Article VI of the Constitution: 6.15. At least 1 day prior to both elections, twelve candidates are to be selected – by the Head of Roleplay – for both titles, based on the following criteria (**note that ‘recently’ is subjective and can refer to from ‘the past week’ to ‘past month’): - The nation has recently interacted (preferably by posting above 5 messages) on Vultune’s RMB, Discord channel, or both in the past week. 6.16. After each election, the 5 candidates who’ve received the most votes among the existing 12 shall have their names be displayed in a list under the corresponding title. (In total, allowing for 10 names to appear at maximum on the entire leaderboard.) 6.17. In the scenario of there being less than 5 winning candidates, vacant rankings may be marked as ‘N/A’.))) The role of “Judges” (as stated in Bill #5 and Section 1, Article VII of the Constitution): Unlike gathering results for a single topic like: “Most Contributions” or “Most Dedicated Roleplayer” from a poll, this scoring system will instead be assessed by the Judges on 2-3 fields: - 1. National Activity (determined by the amount of dispatches posted) — 10; 8 if one is a WA member In total, there are 20 points. Each nation has two scores, which are then added up and divided into 2 to find an average. The monthly candidate nation with the most points will have their name listed under a new heading, titled “Judge’s Pick”. These scores will also appear beside the names of the nations shown on the podium. *[color=grey][i] - National Activity (determined by activity within the nation itself, such as the amount of dispatches posted, issues answered, cards collected/traded, etc.), with a maximum score of 10; 8 for WA members 7.7. The two nations serving as Judges may only change if (1) the motion is brought upon and receives a simple majority in Parliament, OR (2) if two new Judges are appointed by the Head of Roleplay (see Section 5, Article IV).))) The office of the “Head of Roleplay”, which, like before, shall still exist within F.O.S.S. and be granted the authority to oversee all affairs regarding roleplay, as stated in Section 5, Article IV of the Constitution: (with a few alterations if needed; see ‘Parliament’): - Expanding on / removing roleplay-related information (events, settings, summaries, dispatches, …) within the “Events” section, as well as adding/removing dispatches within the “Templates” section when considered necessary. 4.23. The Head of Roleplay may not alter information on the Roleplay Hub regarding: the “Overview” section, the “ANTIQUITY” section under “Events”, the planet of Vultune, the Brahe System nor the Palomar Cluster WITHOUT it being passed as legislation by Parliament the Roleplay Board.))) All else mentioned in Article VII of the Constitution regarding roleplay and the Roleplay Hub. (clauses 7.1 to 7.5, 7.8 to 7.16). 3. We make changes to several of our regional systems (“mechanics / policies”) so as to exist solely for the purpose of roleplay Such systems include: Parliament “Vultune’s only legislative body, whose (up-to) 500 members (MPs) ←in reference to the Parliament having 500 seats, although MPs and parties typically take up multiple seats. We ask to maintain the following legislative functions of this “Parliament” as a separate body from the parliament of F.O.S.S., limited only to roleplay-related policies & decision-making (and, therefore, still fall under the jurisdiction of F.O.S.S): Section 2, Article V of the Constitution, on the concept of “legislation”: 5.3. All valid legislation shall enter its continuous voting phase within Parliament the Roleplay Board once published. Proposed legislations may only be regarded as ‘valid’ and enter the voting phase if: - It is written by a n MP member in the form of a dispatch (whose layout should resemble this template) 5.4. During voting sessions, MPs members may declare their vote in any matter, provided it reaches the legislation’s main submitter, who shall then include their vote(s) below the ‘STATUS:’ section. 5.5. A continuous voting session may last for up to a month until the legislation is regarded as ‘tabled’. A ‘tabled’ legislation may be revived if a majority vote is reached within the Roleplay Board Parliament. 5.6. Legislation RP policies between individual nations, such as bilateral or sub-regional agreements, may be signed without consulting Parliament the Roleplay Board if they do not take effect their validity is only limited to consenting nations/individuals within the Realm of Vultune itself. 5.7. All legislation may be passed and enacted into law following a simple majority (above ½) vote in favor of the motion, where they shall then be added onto the list of past legislations. Exceptions include: - Amendments of past legislation – requires a ⅔ vote in favor 5.8. If a proposed piece of legislation inevitably contradicts another, the latter may either be repealed or amended to as part of ‘multiple separate motions within one legislation’ (e.g. “In order to enact BILL B, several changes are to hereby be made to BILL A”). Section 3, Article V of the Constitution, on political parties within Parliament: 5.10. All residents may register and form a political party within Vultune, though exceptions may apply to certain foreign nations if approved by a majority of regional officers. 5.11. A registered party must meet, at minimum, these 4 points listed in this criteria to gain validity within the Roleplay Board Realm of Vultune: - The party has a proper name (abbreviation optional) 5.12. Once approved as a ‘valid registered party’ by the Head of Roleplay Governor, Vice Governor and/ or the Internal Affairs Minister a Roleplay Officer, a political party shall automatically participate as candidates for the coming parliamentary elections, unless they’ve willingly withdrawn. (see Section 1, Article VI)[/size] [i]5.13. Registered parties may only be declared ‘valid’ in the period leading up to or following general / parliamentary elections.[/size] [i]5.14. In general elections, all registered political parties are called to nominate three of its members each as candidates for the offices of: ‘Internal Affairs Minister’, ‘Foreign Affairs Minister’ and ‘Head of Roleplay’, through ‘primary elections’ or ‘primaries’. If no party member is nominated for an office, the party’s name will be omitted for the corresponding election. (see Section 3, Article VI) 5.15. A political party may be rendered null and void within Vultune if: - All party members have ceased to exist Section 4 and 5, Article V of the Constitution: 5.17. The “Cabinet” is defined, in Vultunal terms, as ‘the party and/or coalition of parties holding the most power within the Roleplay Board Parliament’ – often defined as a ‘simple majority of seats’ or ‘the most seats out of all parties / coalitions’. 5.18. On the other hand, both the “Opposition” and the “Non-Aligned” are collectively defined as ‘the party and/or the group of parties that are not part of the Cabinet’, with the “Opposition” ‘actively seeking to oppose the current cabinet government and its policies’, and the “Non-Aligned” ‘seeking an independent stance to most issues & policies’. 5.19. Coalitions are defined as ‘alliances among a group of parties within the Roleplay Board Parliament, united often with the goal of forming a government / opposition body’. A coalition may consist of 3 parties at maximum, and may be formed to make up – in total – a majority of the Roleplay Board Parliament. 5.20. Political power among MP member nations shall be divided equitably within the political party it resides, determined by a nation’s ‘voting power’ or ‘influence’ immediately following the results of an parliamentary election (see Section 1, Article VI). 5.21. ‘Ratios’ are to be created for every political party which has gained seats immediately proceeding parliamentary elections, laying out each party member’s voting power (ranging from 0.10 to 1.25) based on their influence. 5.22. The total number of seats a party receives shall then be distributed to its members according to their respective ratios. (For instance, if a party has gained 200 seats and its members voting powers are in the ratio ‘1.25 : 0.5 : 0.75’, the latter are to receive 100, 40 and 60 seats, each.) Bill #6 – Parliament of Vultune; on the distribution of seats following the outcome of a parliamentary election: 1. Aims to divide power (in the form of ‘seats’) within a political party equitably using ratios, in which: a. The amount of power a nation has within their political party is equivalent to their voting power (e.g. nations with ‘medium’ influence, whose votes are worth 0.75 points each, gain the same amount within their own party’s ‘ratio’. 2. The process of which goes as such: a. After a parliamentary Roleplay Board election, the amount of seats gained by a political party shall be distributed in the manner of the ratios laid out by party members. 3. Additionally: a. In the scenario that one owns 2 or more nations within a political party, the main nation’s voting power is to be divided equally among all affiliated nations. Section 1, Article VI of the Constitution, on parliamentary elections: 6.7. Parliamentary Roleplay Board elections within Vultune are to be held for 7 days per 2 months under a simplified, party-list proportional representation system. A party’s share of the votes will roughly equate to their share of seats in the Roleplay Board Parliament, with fair rounding if needed. <--- Like before, we ask to be able to utilise F.O.S.S's built-in poll function to enact these elections. 6.8. Candidates of Parliamentary Roleplay Board elections shall consist entirely and ONLY of valid, registered political parties (who haven’t willingly withdrawn), with its most prominent members listed in round brackets. 6.9. Following or nearing the closure of elections, the votes shall be totaled in the form of a ratio (each term representing a party’s share of votes) before being distributed accordingly among 500 seats. If certain parties are met with a decimal number of seats, they may be rounded (by further adding or removing seats) until they add up to 500. 6.10. Only after the amount of seats gained by each party is announced may they begin being divided amongst party members based on influence. (in the manner mentioned in Section 4, Article V). 6.11. 3 groups, consisting of the “Cabinet / Government”, “Opposition”, and the “Non-Aligned” shall be formed following the end of each parliamentary Roleplay Board election. 6.12. A party which has gained over half of the seats in the Roleplay Board Parliament following an election is automatically declared the sole, leading party of the new cabinet. However, in the scenario of no party winning a simple majority, the new parties may: - Agree to form a unipartisan government under the party with the most share of the popular vote (requires a simple majority in the Roleplay Board Parliament), OR: 6.13. If coalitions that make up over half of the seats in the Roleplay Board parliament aren’t formed in the span of a week, a unipartisan government will be formed nonetheless. In conclusion, the Parliament will exist as a means of discussing roleplay policies and RP-related decision-making related to the Realm of Vultune within F.O.S.S, whilst retaining several of our pre-existing mechanics such as elections, parties, seat distributions, policy-making, etc. Moreover, immediately after the merger shall the Parliament be kept as is; with 3 parties whose policies must be relevant to RP (LPV, NCAP, NDV) and 4 members ( (NOTE: It is planned, following the merger, that the legislative body known as “Parliament” will be renamed to the “Roleplay Board” and “parliamentary elections” to “Roleplay Board elections”) Laws and Policies As before, both present and future legislation (laws and policies which are passed by "Parliament", as defined above) still taking effect after the merger shall be kept and stored under a new dispatch of the same name. Furthermore, this shall enable the dispatch: How much your vote counts depending on your influence to be kept accordingly as part of the list of all 'RP-related dispatches' which are to be kept. CORRESPONDING ALTERATIONS TO THE ROLEPLAY HUB: A link to said dispatch shall be included under the section: "Laws & Policies"; similar to what has been displayed under the archived Parliament dispatch. Realm of Vultune The “Realm of Vultune”, in contrast to its previous definition (prior to the merger as “the collective locations in which all ongoing laws ratified by the Government of Vultune, its regional officers and parliamentarians, bear jurisdiction”, shall now be defined along the lines of: “the primary roleplay setting taking place on and around the planet of Vultune, along with all activities, policies and mechanics surrounding it”. The “Realm of Vultune” shall serve post-merger as F.O.S.S’s only officially-recognized roleplay setting & system of roleplay. However, we strive not to have the “Realm of Vultune” dictate all possible forms of collective roleplay in F.O.S.S, and encourage others to establish other RP settings and systems. For certain roleplay-related guidelines/policies to take effect regionwide (e.g. for bills banning godmodding or others set in place for collaborative roleplay in general), they must be enacted by a greater body of F.O.S.S and NOT the Roleplay Board. (meaning that aforementioned RP policies, likewise, will only have effect within our system of roleplay unless otherwise endorsed) The Constitution As always, the implementation of laws and policies have always been essential to managing a region, let alone aspects of it. Likewise, such regulations shall still be implemented within our system of roleplay, the most fundamental of which being the “RP Constitution”. The “RP Constitution” shall be a revised version of the current Constitution of Vultune; instead containing only essential clauses, including ones laying out the basics to “the Realm of Vultune” (as mentioned above). 4. We alter the layouts of our dispatches when necessary We wish for a nice and swift merger.
All roleplay-related dispatches of Vultune, including the Roleplay Hub, News Template, the Vultune Image Database, as well as various other dispatches taking place WITHIN roleplay such as: Palomar Cluster, The Brahe System, Planets, Name, dispatches mentioned under “Events”, etc... will remain valid throughout following the merger.
These dispatches’ external appearances (such as their headings) shall be altered to correspond with the rest of F.O.S.S’s dispatches.
This includes ensuring that such policies (including future ones) refrain from contradicting nor violating that of F.O.S.S.)
- The Parliament Roleplay Board passes a bill, declaring an end to the standstill entirely.
- The Governor and/or the Head of Roleplay agree decides on a duration; same process as the 1st.
- The Governor and/or the Head of Roleplay agree to ‘unfreezes’ the RP date.
- The nation has recently posted dispatches related to any aspect of Vultune (decision-making, roleplay, etc.).
- The nation has recently contributed greatly to developing RP events within the current RP timeline / roleplay within Vultune.
- The nation has recently made a significant presence within Vultune in general (whether that’d be in decision-making, roleplay, events, etc.).
- The nation has recently made actions which contributed greatly to Vultune’s development in some shape or form.
- 2. Regional Activity (determined by the amount of interactions made in the RMB, between other regional members and regional affairs) — 10; 8 if one is a WA member
- 3. WA Activity (determined by activity in the WA such as votes on bills and proposals; only applicable to WA members) — 4
The judges are free to give any score out of 20 as they see fit, so long as they specify a justifiable reason for their scores on each field (recommendedly using bullet points). Nations, as always, are free to give their opinions on said scores.)))

(((7.6. A separate section, with the title “Judge’s Pick”, shall consist of two separate leaderboards, whose 5 holders (in total, 10) shall be determined & chosen from the same list of nominees by two “Judges” on 2/3 criteria, in total adding up to 20 points:
- Regional Activity (determined by activity and presence within Vultune, such as interactions made on the RMB, between other residents, participation in regional affairs & elections, etc.), with a maximum score of 10; 8 for WA members
- WA Activity (determined by presence in the WA, such as through votes on bills and proposals
- Setting ideas for new RP settings and timelines into motion, provided it does not greatly affect the current RP timeline (if there currently exists one).
- Altering the geography and/or political terrain of the map of Vultune, and all others which are under the “Maps” section, to match with current RP timeline.
- Hosting “Monthly Leaderboard” elections, selecting candidates (see Section 2, Article VI) and appointing “Judges”, provided whoever has been picked is willing to accept the offer and isn’t the Head of Roleplay himself. (see Section 1, Article VII)
- Adding new sections under big, bold headings within the Roleplay Hub, provided they don’t contradict existing information
By confining it to F.O.S.S’s roleplay, these changes will help us maintain our most integral frameworks of regional governance and decision-making without necessarily contradicting the existing system within F.O.S.S.
According to Article V of the Constitution, the Parliament is described as:
[...] shall bear the sole authority to propose, draft, amend and repeal laws and policies within the Realm of Vultune, collectively known as ‘legislation’”.
- It does not contradict existing laws & the Constitution (unless amended / repealed alongside main motion; see clause 5.9)
- It does not go against NS guidelines and existing RP guidelines, nor may take effect beyond roleplay
- It maintains a free and fair voting process; an example opposite this being ‘rigging’
Constitutional amendments of any kind – requires a ¾ vote in favor and approval of at least 1 Regional Officer Roleplay Officer
- Calls for snap parliamentary elections – requires a ⅔ vote in favor
- Calls for the impeachment and removal of a regional officer Roleplay Officer — requires a ¾ vote in favor
- The party follows at least one political ideology
- The party has a specified position on the left-right spectrum; ‘big-tent’ also accepted
- The party has at least one official color
- All party members have been inactive within the Realm of Vultune / Roleplay Board for above 14 days
- The party is founded, administered by and/or consists of raider(s)
- The party’s leaders have committed past offenses deemed a great enough threat (pending investigation)
b. For instance, the members in a party which has gained 200 seats, whose influences are in the ratio: 1.25 : 0.5 : 0.75, shall gain 100, 40, and 60 seats, respectively.
c. To achieve a fair amount of seats, the total number of seats is divided by the sum of ratios added up; the original ratios are then multiplied by the quotient.
b. If a nation is the sole member of a political party, they still gain all seats won from a parliamentary Roleplay Board election, no matter their influence level.
- Form a coalition government between 2-3 parties to make up over half of the majority.
