The foundations of Francoism, as laid forth by the great Francoist Philosophers of old within the sacred text of Proper Francoist Thought, were, like Scary Old Dude so wisely said, appropriate for its time. But today? No. Today, the Game Created Regions [Pacifics] are completely subject to the will of the Userite menace. What should have been the bastions of the Francoist ideology have been infiltrated and subjected to the tyranny of the Userite Cabals who impress upon the native Feederites their boot, who destroy the activity of their own regions in the name of the preservation of their own tyrannical dominance. The fault of Francoism was not in the ideology, but in the failures of its servants to prevent the Userite takeover; we, the true Feederites, have been driven out of our homes, of our Pacifics, by this menace. The Userite represents a foreign imperialist power that seeks to disrupt our way of life; they seek to exploit the nature of the Feeders for their own selfish gain. We must retreat into our new homes and regain our strength! Until such a time as the inevitable decay of the Walls of Userism, we must abide by a new ideology. For the security of the truth, for the security of our people, in the name of the Martyred Pacifics; we proclaim, Ratish-Francoism! To lead us back home, after our decades-long exile.

  • The formation of a Vanguard Council is imperative to the protection of the revolution in exile. The Vanguard Council must contain an odd number of members; it must be a small collection of those who have suffered exile first-hand at the hands of the Userite menace. The Vanguard Council must be made to dominate the region politically to ensure the preservation of the revolution against Userite infiltration. The Vanguard Council must be bound by the limitations of a righteous constitution and the teachings within Ratish-Francoism, to prevent their own turn from the Revolution into their own ideology of power-hungry corruption - this is why the Vanguard Council must be made up of those who have suffered exile at first-hand - for those who have suffered the most know what it is like to suffer, and refuse to inflict it upon others. The Vanguard Council must be knowledgeable of Ratish-Francoism, the state of NationStates [or have righteous aides to which they can consult]. The Vanguard Council must secure the region's success through the righteous appointment of dedicated Feederites and the meritocratically acceptable.

  • Officials appointed by the Vanguard Council must be of a strong character, ideally having previous experience or a track record of fairness, unbiasedness and an understanding of the cause we struggle for every day. Four core ministries are required for the activity of the revolution, and one minor ministry: Ministry of War and Defence, Ministry of Technological Advancement, Ministry of Culture, Ministry of Roleplay and the Cartography Council. These five offices are necessary for the activity of the revolution; the Cartography Council less so. However, it is wise not to solely rely on the Vanguard Council to maintain the regional RolePlay map. Cartographers besides the Vanguard Councillors must be appointed to ensure the smooth running of the map, and its frequent updating. All of those selected by or approved by the Vanguard Council must either be meritocratically acceptable, or otherwise have a strong discernible character to undertake their office.

  • The Vanguard Council, though wise and necessary, is not the only voice that the region will have. From among the citizenry, elections must be held. Of course, to ensure that no Userites infiltrate the government, the Vanguard Council will have the authority to approve candidates when they nominate themselves. [From henceforth the position will be referred to as Princeps, though it would not be demanded that that title be adopted]. But, they may not dismiss the Princeps out of hand. Only upon their extreme failure, or the violation of the laws of the region, may the Princeps be dismissed. Inactivity is also a righteous reason to dismiss the Princeps. The Princeps will serve as the leader of the region in the absence of the Vanguard Council, as the overhead director of the other ministries, and the guiding hand of the region in times of turmoil, such as imperialist Userite aggression. The Princeps is expected to act in such a way befitting their office, and in respect to those who elected them.

  • The Vanguard Council and the Princeps are the living extensions of the region; they must strive in every way to match that honour. They are expected to make educated decisions which represent the best interests of the region, and the eventual restoration of the Feederites to their position within the Pacific(s). If a Councillor is not acting in the best interests of the people - whether they have been corrupted by Userite influence, stupidity or simply began to act out of line for far too long - the other Councillors may vote to remove the offender among themselves. Or a Councillor may step down, and nominate their successor for the other two to vote upon.
